Summary Provides day to day management oversight of all administrative work and program activities for the Community Based Outpatient Clinic (CBOC's) in conjunction with Primary Care at the Veterans Health Indiana. Evaluates administrative/clinical programs and issues. Acts as a liaison between the CBOC's and healthcare facility. Is an active participant on VISN level, medical center and Primary Care committees and teams. Performs analytical/evaluative work associated with program activities. Responsibilities Program Implementation: Authorized as certifying officer for documents pertaining to the administration of entitlement to beneficiaries concerning the VA. Coordinates the resolution of medical-legal issues concerning the CBOCs. Ensures that appropriate legal, regulatory and policy requirements are met. Provides administrative authority, guidance and advice to all other clinic staff concerning administrative matters necessary for operation of the CBOC. Assists staff with medically related legal problems, including management of unruly or severely disturbed patients. Promotes harmonious working relationship among patients, public and staff. Directly intervenes when problems regarding patient activity occurs, advising clinical staff of appropriate administrative action. Investigates unusual incidents involving welfare, injury, abuse of patients, loss of personal property, infraction of VAMC rules, etc. Provides written and oral reporting of incidents involving beneficiaries, employees as well as safety or other issues. Performance Improvement for CBOS's: Perform work related to developing and monitoring EPRP (clinical guidelines, preventive health) and other performance measures as the relate to the CBOS's. Perform work related to quality programs, plans, procedures and methodologies: and /or analyzing quality initiatives and processes for the Indianapolis, In. CBOCs. Overall goal is to meet organizational objectives, customer needs, enhancing teamwork and improving the overall performances of the CBOCs. Budgetary and Financial Management Analysis: Analyzes budgets, expenditures and resources of CBOS's. Determines resource requirements and recommends resource allocations based on priorities and needs. Responsible for review and input into new CBOS contracts. Complies reports to facility director, ACOS, Primary Care and VISN. Special Projects: Manages special projects for CBOC site or program issues. Conceives/implements new initiatives and projects at the request of ACOS Primary Care to strengthen, facilitate and integrate programs. This may involve producing complex analyses and written reports, organizing special committee, workshops, or other gatherings: initiating program reviews: developing and fostering cross-agency activities between Primary Care and CBOC's. Training: Identifies and determines training priorities, provide training and assures appropriate training is provided to CBOC staff. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. The full performance level of this position is GS11; candidate may be selected at the GS9 grade level only. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must have a Ph. D or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree, OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education.
