Basic Function

The current vacancies are in the Ramsey County Sheriff's Office Adult Detention Center ( Jail/ADC/LEC).

To maintain security and ensure the safety of residents and staff at the Ramsey County Law Enforcement Center and the Ramsey County Correctional Facility; to observe and monitor resident behavior and supervise and facilitate their daily living activities; to maintain ongoing communication with those confined; to enforce all rules, regulations, and policies of the facility; and to perform related duties as assigned. (This is the entry level of this class series. Employees in this class are expected to perform duties and to gain and apply knowledge, skills and abilities required for advancement to Correctional Officer 2, the full performance level.).

If an internal candidate is selected, salary will be set in accordance with personnel rules, i.e. promotion, transfer, or voluntary reduction.

Ramsey County Correctional Facility :

The Ramsey County Correctional Facility (workhouse/RCCF) is a 556-bed, minimum to medium security facility housing adult males and females sentenced by the courts to a maximum of one year. The RCCF provides educational, cognitive and life improvement program opportunities. In addition to facility and contract staff, over 120 volunteers help support these programs. Work opportunities on the kitchen and laundry crews provide inmates with realistic work experience that has been used by inmates to obtain gainful employment upon their release. Those who are authorized by the courts and meet the RCCF eligibility criteria may participate in the work and school release program or serve their time on home confinement under electronic surveillance. In addition, educational programs, cognitive programs, religious services, and chemical dependency treatment are available to individuals.

Ramsey County Sheriff's Office Adult Detention Center ( Jail/ADC/LEC)

The Ramsey County Sheriff's Office is Minnesota's first law enforcement agency, established in 1849 when Minnesota was only a territory. The Ramsey County Sheriff's Office operates the Adult Detention Center (commonly referred to as the Ramsey County Jail). The Adult Detention Center (jail/ADC), opened in 2003, is a 500-bed pre-trial facility providing safe and secure detention services to individuals following their arrest until a court disposition is reached. The ADC/Jail also houses individuals being held for probation or parole violations; transports wanted fugitives in/out of Ramsey County; and provides detention security for inmates in need of care at Regions Hospital.

The Ramsey County Correctional Facility and the Ramsey County Sheriff's Office recognize that many individuals who have contact with the criminal justice system also have underlying mental health issues. Both agencies are involved with county-wide efforts to increase program options for inmates and coordinate care between mental health professionals, caseworkers, and correctional officers in our facilities.

Corrections Officer 1: $26.07 - $38.22 hourly

Corrections Officer 2: $28.34 - $41.51 hourly

Examples of Work Performed

  • Oversee residents during job assignments, meals, recreation, extra duty, and visiting to ensure the security and safety of s and staff; observes, monitors, records and reports any unusual resident activity or behavior.

  • Conduct security check of buildings and grounds to ensure that residents are securely confined.

  • Conduct shakedowns, search residents, living quarters, and work areas for contraband or weapons.

  • Converse regularly with residents to ensure an atmosphere of open staff/resident communication; provides information to residents on rules, regulations and various programs available at the facility.

  • Enforce the prescribed disciplinary practice of the facility, reporting and reacting to rule violations, and applying appropriate measures.

  • Intervene in emergency situations such as fights, suicide attempts or fires by applying first aid, enforcing rules, restraining residents, responding to calls for assistance, or by notifying proper authorities such as police, medical facilities, case workers or administration.

  • Administer lifesaving practices when necessary, records and distributes medicines, and carries out treatments and all other orders of medical personnel.

  • Admit and orientate new residents, issues clothing, secures their property, informs them of the rules and directs them to living areas and job assignments

  • Book, process, identify and release residents at the Ramsey County Law Enforcement Center.

  • At the Ramsey County Correctional Facility assume the duties of specialty Correctional Officers relating to laundry, or kitchen, during scheduled or emergency absences.

  • Assume responsibility of the facility in the absence of supervisory personnel in order to maintain the efficient operation of the facility.

  • Maintain regular, punctual attendance consistent with the ADA, FMLA, and other federal state and local standards.

  • Position requires the ability to work shift rotations to maintain minimum staffing requirements.

  • Mandated overtime to ensure adequate staffing coverage and maintenance of safety for residents at all times.

  • May staff the central control area in order to monitor and report on resident behavior and controls the flow or movement throughout the facility by operating a public address system and electronically controlled gates.

(The work assigned to a position in this classification may not include all possible tasks in this work and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)

Minimum Qualifications

Correctional Officer 1:

Education : High School diploma or equivalent.

Experience : Any combination of general work experience or post high school education that equals two years.

Substitution : None.

Certifications/Licensure : None.

SUPERVISOR/MANAGERIAL RESPONSIBILITY:

None. May oversee the activities of work crews consisting of 10-15 inmates.

Correctional Officer 2:

Education: High School diploma or equivalent.

Experience: Any combination of general work experience or post high school education that equals two years; and two additional years of experience as a Correctional Officer 1 (General Duty) or equivalent.

Substitution : None.

Certifications/Licensure : None.

Exam/Screening Process Information

The examination/screening process will consist of the following sections with each section weighted as indicated:

Training and Experience Rating = 100%

The examination for Correctional Officer will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend your answers to the questions – do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process with a score of 40 or higher will be forwarded to the department for further consider for an employment opportunity as a Correctional Officer.

This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment. In addition, to be considered for employment, candidates must also pass the following steps:
