Responsibilities Serves as primary assistant and office manager to senior leaders at the SES level. Performs a wide variety of special, unusual, or ad hoc assignments; or problems for program and project management support. Provides independent advice and recommendations as to procedures, policies, and staff coordination requirements. Performs a wide variety of administrative and management assistant duties. Responsibilities and priorities include managing and controlling calendar for such activities as conferences, meetings, briefings, hearings, speeches, etc. Coordinates all travel arrangements for senior leaders, to include scheduling, itinerary details, reservations, preparation of travel vouchers, country clearance requirements, etc. Prepares and reviews correspondence, technical papers, spreadsheets, and briefing charts to ensure content is accurate and technically complete. Manages and tracks all taskings assigned to senior leaders to ensure suspense dates are met. Coordinates staff efforts to avoid duplication of effort. Executes and makes necessary adjustments, modifications, and revisions in assigned program areas to meet current and long-range objectives. Applies critical thinking in the development of strategic communications, to include drafting of white papers and other various methods of delivering talking points. Performs confidential studies and prepares reports as directed. Provides administrative guidance, policy and procedure interpretation on appropriate execution of taskings and develops strategies for internal and external integration to facilitate the timely execution of taskings. Keeps informed as to the missions, organizational structure, key personnel, current activities, status of current projects, and any issues affecting the activities. Independently researches and investigates facts involving administrative problems or other projects. Gathers, assembles and analyzes results of fact-finding. Presents oral and written reports of compiled data and provides recommendations for responding to actions. Coordinates a variety of senior level meetings and ensures all administrative details are handled or otherwise addressed. Receives telephone calls and high-ranking visitors from military and civilian communities to include Congressional, DOD, DA, and other service personnel; determines nature of inquiry and, at own discretion, maintains direct and recurring contact. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: To qualify for the DE-03 position, applicants must possess at least one year of specialized experience at the next lower pay band or grade/level performing the following: 1) maintaining awareness of the organizations activities that may involve senior leaders action, such as organization structure, project status, and mission/objectives; 2) facilitating revisions in assigned program areas to meet current and long-range objectives; 3) interpreting policies/procedures relating to operations and administration in order to facilitate the timely execution of tasks; and 4) coordinating briefings, conferences and other meetings for senior leaders. This definition of specialized experience is typical of work performed at the next lower pay band or equivalent grade/level position in the federal service (DE-02 (GS-11). Education Some federal jobs allow you to substitute your education for the required. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
