About the Position: This Lead Budget Analyst position is located in the U.S. Army Communications Electronics Command, Deputy Chief of Staff for Resource Management, G8, Budget Execution Division in Aberdeen Proving Ground, MD. Responsibilities Plans, coordinates, and directs the overall resource analysis of the CECOM, Army Working Capital Fund (AWCF) Supply Management Army (SMA) and/or Industrial Operations (IO) programs in support of CECOM. SMA work covers the oversight of both funds management and budget execution of Logistics Operations (LOGOPs) and Hardware (HW) Contract Authority (CA). Serves as the focal point for resolving AWCF (and AWCF adjacent) fiscal policy issues and providing guidance/advice regarding execution of requirements in support of the Command's AWCF portfolio. Responds to requests for guidance from program managers and/or functional activities concerning the proper use of AWCF accounts/resources. Supports the Command's audit posture by support work includes (but is not limited to) guiding the team in providing supporting documentation in response to internal and external audit sampling, as well as support to HQ AMC in Corrective Action Plan. Specialized Experience: One year of specialized experience which includes: 1) Formulating budget and execution processes and plans; 2) Problem solving issues pertaining to future year financial planning, funds management, financial reporting and/or budget execution; 3) Providing analysis of budget details for presentation to leadership; and 4) Providing financial management advice/guidance to applicable leadership (i.e., Command level) for Working Capital Fund efforts. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (NH-02 or GS-11 equivalent). You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification & Presentation Communications Concepts, Policies and Principles of Budget Financial Management Analysis Fundamentals & Operations of Budget Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
