U.S. Army Communications Electronics Command Lead Program Analyst in Aberdeen Proving Ground, Maryland

Summary About the Position: As a Team Lead in the Command Financial Analysis Office, this position is responsible for leading and performing multiple financial analysis functions in support of the Command within the Planning, Programming, Budgeting and Execution System (PPBES) process to promote financial operation visibility, support CECOM G8 efforts for the documentation and consistency of business processes and improve the Command's resource management performance. Responsibilities As a Team Lead in the CECOM G8 Command Financial Analysis Office, responsible for leading and performing multiple financial analysis functions in support of the Command within the Planning, Programming, Apply extensive knowledge of the Command’s functional programs, the PPBES process, budgeting and/or execution techniques to design and frame comprehensive analytical studies. Plan work to be accomplished by team members and supporting personnel, sets priorities, schedules completion and keeps leadership apprised of product status and any hurdles or obstacles in performance of the task. Ensure that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the teams’ strategies, goals, objectives, work plans and work products. Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Provide advice and leadership to the team in exploring alternatives and improvements to work methods, practices, procedures and products. Advisor to CECOM G8 Senior Leadership and key members of the Command staff on financial analysis. Provides interpretation, advice and recommendations which impact the management control and consistency of program planning, execution, analysis and financial management. Represents CECOM G8 at conferences and meetings with representatives of DA, AMC, other commands and agencies pertaining to assigned programs. Prepares and presents special studies and briefings as appropriate. Specialized Experience: One year of specialized experience equivalent to the NH-02 (GS-11) level in the Federal service which includes: 1) Perform multiple financial analysis functions in support of the Planning, Programming, Budgeting and Execution System (PPBES) process to promote financial operation visibility; 2) Document financial processes and procedures to promote transparency, predictability and standardization of financial operations; 3) Lead efforts or team members to ensure work products reflect organizational goals and objectives; and 4) Prepare and present analysis, studies and briefings to leadership. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Communications Financial Analysis Leadership Project Management Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
