U.S. Army Acquisition Support Center PROGRAM MANAGER (DEPUTY PRODUCT DIRECTOR ACQUISITION) in Aberdeen Proving Ground, Maryland

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Supervisory Deputy Product Director for assigned Acquisition system and/or related mission equipment. This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule. Responsibilities Serve as a Supervisory Deputy Product Manager (DPM) for an assigned Program Executive Office. Perform acquisition duties to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million-dollar annual budget. Maintain continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities. Analyze and evaluate programs as they affect assigned equipment. Oversee POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Developing operational budgets for assigned projects; 2) Analyzing acquisition program evaluation documentation then make any needed adjustments as required; 3) Identifying training needs of subordinates during employee evaluations; and 4) Overseeing acquisition project responsibilities such as: development, acquisition, testing, life cycle support, resources management, contracting, scheduling, personnel or facilities. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Administration and Management Human Resources Management Oral Communication Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information This position is subject to a salary control point equivalent to the GS-14, step 10 base salary. If the incumbent's salary currently exceeds this level, the salary control point will be at the incumbent's existing salary.
