Transportation Engineer II: Performs [complex] transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. [Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor]. Transportation Engineer III: Performs [advanced] and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. [Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence]. The essential duties for the Transportation Engineer II include: Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation. Assists in developing and/or monitoring budgets. Assists in providing recommendations to the Motor Carrier Division for routing of overload vehicles. Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Verifies project eligibility and assists with ranking projects and funding. Acts as a consultant to supervisors of special maintenance crews. Analyzes and recommends approval for modifications to highway maintenance contracts. Conducts pre-construction meetings and public hearings. Coordinates maintenance matters with Area Engineers. Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. May serve as a lead worker and the related tasks. Monitors contractors' compliance with plans and specifications. Performs and/or coordinates the review and processing of Plans, Specifications Estimates (PSE) submission, special specifications or special provisions. Reviews, coordinates, monitors and approves routine and emergency maintenance contracts; performs/oversees maintenance specifications writing/review, plans and proposal review, and preparation of estimates for letting. Performs other job responsibilities as assigned. Additional duties for Transportation Engineer III include: Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development. Analyzes and assists in the resolution of contract problems and disputes. Analyzes and recommends approval for modifications to highway maintenance contracts. Assists Area Engineers with construction contract administration matters. Assists in providing recommendations to the Motor Carrier Division for routing of overload vehicles. Assists in recommending major maintenance and betterment programs to the district staff. Assists in the development, preparation and letting of maintenance contracts for the district. Coordinates and/or monitors assigned projects/programs/plans. Coordinates maintenance matters with Area Engineers. Develops and/or reviews engineering related documents, correspondence, reports and remediation plans. Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. Leads/Trains professional and administrative staff. Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal. Performs other job responsibilities as assigned.
