Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.ENGINEER TRAINEE (ENV) HELPS MQS:Either 1. a bachelor's degree or higher in engineering or engineering technology as listed below;Or 2. proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.Note: If you are only eligible to apply under Option 1, you may apply if you expect to meet the educational requirements within six months of the filing date of your examination application. You may be considered for employment, but cannot be appointed, until you submit proof to the hiring agency that you completed the educational requirements. Duties Description The Assistant Engineer, in the Engineering & Technical Support Section (Section), will use engineering knowledge and technical skills to provide support to other staff in the Division of Air Resources (DAR). DAR staff work to control air pollution in New York State. Their work includes, but is not limited to, writing air permits, reviewing facilities’ detailed emission inventories, and conducting inspections. Communication and collaboration with DAR engineers and staff are the core of this work.The Assistant Engineer will become familiar with these, and additional job functions as needed. To achieve this, the engineer will develop a thorough understanding of the engineering and organizational principles that support the permits, emissions, and regulations. Familiarity with existing permits and applicable regulations will be the foundation for the Assistant Engineer's work for DAR’s permitting quality assurance reviews.DAR’s engineering work is performed using the Air Facility System (AFS) software, the Department's eFind geodatabase, and on tablets using ArcGIS' Survey123 data collection app. The Assistant Engineer will become familiar with all this software through provided training and self-controlled study and will become proficient in AFS in order to actively participate in the development of a modern replacement for AFS. This will include using their experience to work with contracted specialists to design, organize, and implement the new system.The Assistant Engineer will take part in the Section's work administering and developing databases for DAR, working to efficiently generate accurate, clear, and useful reports for internal and external data users. This will require learning basic SQL (Structured Query Language).The Section is responsible for DAR's Air Certification and Emissions (ACE) software system, used by permitted facilities for electronic submission of regular reports required by law. The Assistant Engineer will assist the regulated community in their use of this program, and will communicate with the public, on this subject and others, as needed.Essential Functions:• Strong verbal and written communication skills and ability to present information and results.• Able to possess and broaden working knowledge of technology intensive, mandatory programs, including an understanding of technical documents and drawings.• Able to travel to meetings, sites, and outside conferences as required.• Capable of dealing effectively with the public, government, vendors, consultants, and other outside entities.• Able to understand and manipulate higher level computer software programs.
