Minimum Qualifications Either:Bachelor’s degree with 3 years of experience in a position with administrative program responsibilities* which includes or is supplemented by 4 years of direct supervisory experience.ORAn associate’s degree with 5 years of experience in a position with administrative program responsibilities* which includes or is supplemented by 4 years of direct supervisory experience.OREight (8) years of experience in a position with administrative program responsibilities* which includes or is supplemented by 4 years of direct supervisory experience.*Examples of administrative program responsibilities include direct involvement in such matters as developing and monitoring program budgets, setting and managing the achievement of program/production goals, managing staff resources and workflow, overseeing process improvements, policy-level decision making and coordinating staff training and development for one or more program areas of an organization.Preferred Qualifications:1 year of experience in a supervisory role focused on servicing members, retirees and other constituents in a public retirement system.Dedication to providing exceptional customer service.Excellent oral and written communication skills.Comprehensive understanding of NYSTRS benefits structure.Excellent interpersonal skills.Strong analytical and administrative skills.Effective problem-solving and conflict resolution skills.Ability to exercise good situational judgment, flexibility and tactfulness in interactions with external and internal customers.
Duties Description Reporting to the Manager of Member and Employer Services, this position is responsible for assisting in planning and directing the operations of the Department, including the responsibility for providing accurate and efficient service to the membership and conducting operations within the policy and guidelines of NYSTRS. This position is also responsible for leading the department in achieving goals by insuring individual and team goals are met through training, determining work assignments, coaching and monitoring workflow. The individual in this position will be expected to work in the office the majority of the time. Telecommuting is permitted but should be limited.Duties include, but are not limited to:Acting as mentor, trainer, supervisor, etc., for Grade 23 direct report.Directing the creation of new applications related to the all aspects of MES for the Employer Secure Area (ESA) and MyNYSTRS application to provide more efficient ways for both employers and members to transact business with NYSTRS.Advise on and recommends legislation related to the administration aspects of our member and employer servicesWork with other departments in Member Relations to administer new legislation and coordinate work effortsActively coaching, mentoring and development of departmental staffEnsuring department is meeting all benchmarks establishedEnsures all departmental staff adhere to the approved personnel policies of the SystemReports regularly to the Manager on the status, problems, and plays of the department and requests guidance as needed-Coordination of the processing for Memberships, Loans, Transfers, Reinstatements, Prior and Military Service, Subsequent Service, Contract Review, Employer Reporting and Terminating Employees.Works with the manager to:Establish goals and priorities for major activities within the Member and Employer Services Department(MES)Review and coordinate the MES budget request and business planMaintain the approved organizational structure and adhere to the System’s personnel policies and organizational planEmploy consistent techniques to provide a work environment which is efficient and participatory, and that fosters employee development and creativity, while always looking to improve internal and external customer service.Direct, coordinate and monitor the operations of MES to ensure that employers and members receive the highest possible level of customer service.Other Duties and Responsibilities:Coordination of all aspects of the annual year end processing.
