Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.NY HELPS Non-Competitive Minimum Qualifications:Business Systems Analyst Trainee 1:A bachelor's or higher degree.Business Systems Analyst Trainee 2:A bachelor's degree and one year of professional business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.Business Systems Analyst 1:A bachelor’s degree and two years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. Duties Description Standard Duties:The Business Systems Analyst 1 with the Division of Technology and Innovation is responsible forassisting in the definition and development of requirements for enhancements or changes to business processes, computer systems, and related technologies. In this capacity, the primary duties may include, but are not limited to:• Support end-user proficiency with new systems, programs, and applications with business units.• Work with NYS ITS in implementing new advancements in the field of system and end-user technical support.• Determine system efficiency and functionality by liaising with internal departments and end-users.• Work with business units on performing system analysis onsolutions/applications.• Document all procedures and update them as necessary.• Work with NYS ITS on tracking priority requests as well asincidents.• Gather needed requirements and work with Lead BA onimplementation.• Keep management up to date on issues and workload.• Conduct general requirement gathering for the improvement or automation of processes or functions.• Research and document current or state-of-the-art business practices and processes and analyzes viability of integration into agency programs.• Relays current system needs and limitations to be addressed with technology solutions.• Participate in the implementation of business systems, interface changes, and enhancements.• Assist with user acceptance testing of application enhancements.• Assist with training on new procedures, software and/or the creation of procedure manuals.• In coordination with staff from Office of Information Technology Services (ITS), perform duties associated with the support, maintenance, and improvement of NYSDOL computer applications and accounts.• Write and execute SQL queries.• Develop and use Access databases.
