Minimum Qualifications Non-competitive: one year of permanent service as a Data Analyst 2 OR a bachelor’s degree* in data or computer science, informatics, economics, statistics, mathematics, or a related field, and five years of experience* in data visualization, and statistical models and data mining toolYour degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. A master’s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.Preferred Qualifications:Experience in the procurement, development, implementation, maintenance, enhancement, and/or support of Electronic Health Systems.Advanced SQL development using PL/SQL in enterprise Oracle platforms.Familiarity with federal health interoperability standards and code sets (USCDI, SNOMED, LOINC) preferred.Familiarity in data transformations such as adding calculated columns, manage relationships, create different measures, remove rows, replace values, split column, Date & Time Column, etcExperience in implementing physical data model (Databases, Schema Tables, Views & Virtual Data Warehouse)Document steps needed to migrate database objects between environments including Development, Staging and production.Created Tables, Views, SQL joins and defined roles and privileges to implement business rules and control access to database.Experience in relational database design, SQL queries like Joins, stored procedures, views.Excellent knowledge of data backup, recovery, security, integrity.Demonstrated ability to develop and interpret context diagrams.Experience in analyzing data for the purpose of identifying and resolving transaction / transmission errors. Verifiable experience performing clear and complete record keeping and task tracking for large healthcare and/or IT project using desktop and/or Office 365-based toolsets.Demonstrated analytical, conceptual, and problem-solving skills.Demonstrated ability to work independently and exercise sound judgment.Demonstrated organizational skills and ability to prioritize.Demonstrated able to multitask effectively during busy times, exercise patience and professionalism during stressful situations.Proficiency in data Warehouse/ business intelligence, database design, and development using Microsoft technologies like SQL server 2014 to 2019, SSIS, Power BI/Tableau.Expertise in using Business Intelligence Development Studio (BIDS) Graphical User Interface (GUI) to design SSIS packages for Data Management applications.

Duties Description Under the direction of the Data Analyst 4, the Data Analyst 3 will serve in a leadership and guidance capacity, providing direct supervision to a team of Data Analysts 2s. Management tasks include but are not limited to setting team goals, assigning tasks, and ensuring that projects are completed on time and within budget.Specific duties include, but are not limited to, the following: • Report directly to and collaborate closely with the Data Analyst 3 to align data analysis activities with the overall goals and objectives of the organization. This includes providing regular updates on team progress, seeking guidance on complex analysis tasks, and contributing to strategic planning discussions.• Provide oversight for the data analysis activities carried out by the Data Analyst 1s. This includes reviewing their work for accuracy and quality, providing feedback and guidance, and ensuring that data analysis methodologies and best practices are followed.• Be responsible for generating reports and communicating data analysis findings to stakeholders. This includes preparing presentations, summarizing key insights, and presenting data in a clear and understandable manner.• Provide training and mentorship to the grade 18 Data Analysts, helping them enhance their skills and knowledge in data analysis. This includes identifying training needs, organizing workshops or training sessions, and providing ongoing support and guidance.• Analyze clinical and behavioral health data to evaluate the effectiveness of interventions, treatment plans, and programs. This involves measuring clinical outcomes, monitoring patient progress, and identifying areas for improvement in patient care and treatment outcomes.• Devise methods for identifying data patterns and trends in data sources; assess data structures and how they can be used to produce desired reports.• Identify trends in data and identify risks in programs based on these trends.• Create and present data visualizations using dashboards, graphs, charts and other visual representation of data for use in print and online. Contribute to the development of reports and publications.• Collaborate with other teams, including NYTS ITS and OMH business units, to gather data requirements, coordinate data integration efforts, and ensure data quality and consistency across the organization.• Actively participate in continuous improvement efforts, identifying opportunities to streamline data analysis processes, optimize data workflows, and enhance the effectiveness and efficiency of the team's work.
