Minimum Qualifications Reachable on current Civil Service eligible list for this title; or one year of permanent, competitive class service as an Information Technology Specialist 3 (Programming); or one year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Eligible titles include, but aren’t limited to: Information Technology Specialist 3 (all parenthetic); Administrative Specialist 2; Business Systems Analyst 2.

Duties Description As a member of NYSIF’s Application Development Team, incumbents of these positions will play a key role in developing software to meet the essential business needs of the agency. As a member of a full stack development team, incumbents will assist in the design and creation of both front and back-end software development. Duties include but are not limited to: • Analyze and gather requirements for current and future processes • Design/create database structures including PL/SQL, tables, packages, procedures, functions • Design/create websites, APIs, and batch processes • Research trending technology and assist management in implementation of new technologies • Provide production support as needed • Perform supervisory duties• Perform project lead tasks, working on more complex projects utilizing full range of SDLC concepts• Follow/enforce secure coding practices• Implement CI/CD pipeline• Provide executive summaries and status reportsCurrent projects that incumbents may be involved include but are not limited to: • Customer Relationship Management (CRM) leveraging Microsoft Dynamics• Work with leadership on developing future projects built on the Microsoft Dynamics platform• Work with leadership on developing future projects built in the .Net ecosystemPreferred Qualifications: C#, .NET, ASP.NET, PL/SQL, Oracle Packages, XML, HTML, CSS, JavaScript and JQuery.

Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
