Minimum Qualifications Minimum Qualifications Eight (8) years of experience in budget, finance, or a related field, with at least one (1) of those years in a supervisory role.The following degrees may substitute for the general experience as indicated:Associate degree may substitute for two years of experience; Bachelor’s degree may substitute for four years of experience; Master’s degree in related field substitutes for an additional year of experience; Doctorate in a related field substitutes for an additional two years of experience, beyond a Bachelor’s degree.Preferred Qualifications- Experience working in New York State (NYS) or Local government- Knowledge of health and human services policies and programs in NYS- Excellent written and verbal communication skills- Proficient in Microsoft Suite

Duties Description Within the operations unit of the Integrated Eligibility System (IES) Program in ITS, the Financial Analyst’s duties will include but are not limited to:- Serve as the liaison between IES and all stakeholders on the development, release, and finalization of federal funding requests.- Report on budget spending and any concerns to project and state leadership.- Tracking and maintaining the IES budget ($648M) to ensure all areas stay within budget and scope. - Tracking forecasting and other budget indicators as needed.- Work with Project Managers to populate specific workstream budgets regularly and help track actuals. - Work with ITS counterpart on ongoing spend plan and budgetary updates.- Coordinate and track staffing budget for IES staff augmentation contract.- Develop and revise IES Program financial documents based on updated data.- Develop and maintain internal financial controls and procedures, including monitoring, for project change control process and contracts, inclusive of Purchase Orders, Statements of Work, amendments, and invoicing, with IES program management office.- Facilitate purchasing for all IES procurement from hard/software to office supplies/equipment.- Develop and maintain financial controls with proper checks/balances.- Develop and submit all needed B-1184, documents for financial approval, and financial procedures for IES spend with input from each IES division. - Work closely with other state agencies to ensure all Federal reimbursement for IES spend. - Develop and maintain funding documents including federal Advanced Planning Document budget, CMS-37 approval, sub allocation requests, Source 9 revenue transfer, ITS spend plan approval, and capital inventory requests.- Coordinating with ITS Budget, ITS Vendor Sourcing Management Office and vendors to stand up Purchase Orders with correct cost allocation percentages.- Maintain processes for vendor invoicing for all IES contracts including communication with vendors and tracking of all invoicing. Work closely with ITS accounts payable to provide ok to pay on all IES invoices.- Maintain the cost allocation for the IES Program.- Supervise and train new staff as needed.
