Summary of Role

The Program Manager, Facilities Quality Control and Training is responsible for inspecting and evaluating maintenance, repair, and installation work to ensure compliance with quality standards. This role involves conducting diagnostics to identify system issues, documenting inspection results, and maintaining proper calibrations. The position collaborates with maintenance teams and third-party contractors to address quality issues and implement corrective actions. They leverage technical expertise to identify training needs and deliver technical training to in-house and third-party staff, and serve as a technical resource for onsite technicians. Additionally, the role supports the Facilities management team with tasking hierarchies, deployment efficiencies, and optimization of systems performance.

Essential Job Functions/Responsibilities:

Quality Control

  • Establish and maintain quality control standards for all facility maintenance and repair activities. Inspect and evaluate maintenance, repair, and installation work to ensure compliance with quality standards, specifications and MSAs.

  • Conduct regular audits and inspections of work performed by both internal staff and third-party contractors.

  • Collaborate with maintenance teams and third-party contractors to identify and address quality issues and implement corrective actions.

  • Conduct diagnostics to identify issues in facility systems and determine appropriate maintenance, repair, or replacement actions.

  • Recommend modifications or corrective action based on inspections to uphold quality control.

Technical Training and Development

  • Leverage technical expertise to identify training needs.

  • Develop and implement technical training programs for in-house and third-party staff.

  • Conduct regular training sessions and workshops to ensure staff are updated on maintenance and repair techniques and safety protocols.

  • Evaluate the effectiveness of training programs and make necessary adjustments to improve outcomes.

Maintenance & Repair Coordination

  • Monitor and manage vendor-related work tasks to ensure they meet planned objectives and address any performance issues with third-party representatives.

  • Coordinate with contracted property management companies for maintenance and repairs at remote locations.

  • Validate the satisfactory performance of work by contracted property management companies and vendors at the completion of their work.

Reporting and Documentation

  • Document and report inspection results, including any defects or deviations from standards, for both in-house and third-party work.

  • Prepare periodic progress reports on maintenance activities and vendor performance.

  • Maintain detailed records of all maintenance and repair activities, including emergency responses and after-hours events.

Calibration Maintenance

  • Oversee and coordinate the calibration of all facilities equipment, tools, and physical systems to ensure accuracy and compliance with established standards, working closely with the Facilities Systems and Logistic Manager to maintain operational efficiency.

  • Develop, implement, and routinely evaluate calibration standard, making improvements as necessary to enhance the effectiveness and reliability of equipment and monitoring programs.

  • Maintain detailed documentation of calibration status, compliance with regulatory standards, and performance metrics to support continuous improvement initiatives.

  • Implement and maintain tracking system for lifecycle management of tools leading into the comprehensive fixed assets replacement and maintenance schedule.

Essential Job Functions

  • Serve as a technical resource for onsite technicians, providing guidance and support for complex maintenance and repair tasks.

  • Provide guidance to Facility Technicians during building emergencies, ensuring swift and effective resolution.

  • Coordinate repairs and manage after-hours access when directed, serving as the Director's representative for emergency third-party response guidance.

  • Uphold commitment to hospitality with staff and promote a culture where first class service is delivered to internal business units, front line staff as well as members utilizing the areas subject to work.

  • Recommend changes to optimize efficiency and streamline workflow connected to maintenance practices.

Minimum Job Qualifications

  • Bachelor’s degree, Facilities Management, Engineering, Business Administration, or related fields preferred.

  • Five years’ experience in facilities management with at least two years in a quality control or managerial role.

  • Demonstrated expertise in building and codes regulations, supported by technical certifications such as Certified Facility Manager (CFM), NYS Code Enforcement Official, or similar industry recognized credentials.

  • Electrical certification with substantial experience in maintaining Uninterruptible Power Supply (UPS) systems and data centers, including managing environmental controls specific to data center operations.

  • Proven broad-based knowledge of facilities technical systems including Building Management Systems (BMS), HVAC, electrical, plumbing, mechanical, and fire control.

  • Proven track record in developing and implementing comprehensive technician training programs.

  • Experience in evaluating third-party work quality, providing constructive feedback, and ensuring corrective actions are implemented effectively to meet organizational standards and compliance requirements.

  • Expert knowledge of maintenance and repair techniques, materials, tools, and equipment.

  • Proficiency in computer-based systems for building management and maintenance tracking.

  • Valid driver's license with no current suspensions, revocations or DWI convictions in previous 36 months.

  • Ability to read and understand blueprints, drawings, schematics, sketches, and layouts.

  • Ability to respond to emergencies or serve as an off-hours remote technical resource.

Starting Compensation: $77,376-$96,720, plus a competitive benefits package.
