This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.For appointment to Project Manager 1: Either 1. A bachelor's degree AND two years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description The incumbent of this position will be assigned to NYS DEC’s Strategic Planning and Performance Management Office (SPPMO). Duties include:• Utilize project management skills to initiate, execute and close projects in a timely manner, including project management deliverables such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans, as well as managing a multiple project portfolio. • Document project process and project with project management tools, such as developing clear and concise project reporting, summaries, graphics and presentations, maintaining communication with project teams and stakeholders in a hybrid work environment, and assessing progress blockers and risks impacting project objectives on time deliverables. Understand and apply the DEC Strategic Framework to project objectives and management, to align project outcome contributions to Department strategic goals. • Manage DEC policy revision projects (as needed), facilitating multi-program, interdisciplinary teams resulting in team-produced updated and new policies. Partner with SPPMO colleagues to update the SPPMO team policy revision scope of work for facilitation of policy projects.• Serve as project manager for DEC’s Internal Control (IC) database improvement project, participate on a project improvement team, become the subject matter expert on this topic and manage the database, and collaborate with the department’s IC coordinator to implement improvements. • Serve as project manager or assist with project management on projects involving analysis of Department-wide strategic factors or process improvement. Conduct collection, analysis, interpretation and graphical representation of quantitative and qualitative data, and develop findings based on those analyses involving DEC planning and status for various Department strategic matters.• Collaborate with SPPMO colleagues to expand SPPMO profile as primary Department experts and resources for policy revision teams, project management, strategic planning, process improvement, and team facilitation. • Coordinate projects requiring Department-wide input for certain DEC Executive matters, such as State of the State initiatives implementation progress. • Manage DEC leadership meeting logistics and resources, updating logistics and resources checklist and plan, and overseeing support staff conduct of logistics steps.
