New York eHealth Collaborative –Technical Business Analyst

New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.

Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network to connect healthcare providers statewide, develops policies and standards that support the utilization of health technologies, and assists healthcare providers in adopting and effectively using electronic health records.

Position Summary:

NYeC is seeking a driven Technical Business Analyst to help shape the future of the Statewide Health Information Network for New York (SHIN-NY). In this role, you’ll be a key player on our HIE Services Team, focusing on system operations, implementations, and quality assurance to boost statewide data exchange. You’ll collaborate with connected healthcare organizations, prioritizing and proactively supporting NYeC services to drive better patient outcomes. Primary Responsibilities:

  • Stakeholder Engagement and Communication:

  • Work with healthcare providers, HIE organizations, and other stakeholders such as the Department of Health of New York, to gather and analyze requirements for health information exchange.

  • Serve as a proactive and engaging bridge between teams, and regulatory bodies to ensure alignment on HIE initiatives.

  • Communicate technical requirements and solutions in an understandable manner to non-technical stakeholders.

  • Document and validate workflows, ensuring they align with Federal and State regulatory policies, , including those related to interoperability, data privacy, and security.

  • Interoperability and Data Standards:

  • Promote the use of standardized protocols such as HL7, FHIR, and CDA for data exchange.

  • Work on integrating disparate health IT systems to facilitate the smooth flow of information across platforms.

  • Data Management and Quality Assurance:

  • Monitor and analyze data exchanges to ensure accuracy, completeness, and consistency.

  • Implement data validation and quality assurance processes to maintain high data integrity within the HIE.

  • Project Management and Process Improvement:

  • Lead or contribute to HIE projects, from planning and design through to implementation and evaluation.

  • Develop project plans, manage timelines, and ensure adherence to budgets.

  • Identify and recommend improvements to HIE processes and workflows.

  • Implement best practices to enhance efficiency, reduce costs, and improve data exchange reliability.

  • Training and Support:

  • Provide training to healthcare staff and other users on HIE systems and processes.

  • Offer ongoing support and troubleshooting for HIE-related issues.

  • Other duties as assigned.

    Experience and Skills:

  • Bachelor's Degree inn Computer Science, Information Technologies or Healthcare related field desired;

  • Proficiency in working with commercial HIE platforms such as Interface Engines (eg, Mirth Connect), Master Person Indexing tools (eg, Verato, NextGate, IBM Infosphere, etc), or analytical tools

  • 5 years plus of experience working for, or supporting HIEs as a vendor

  • Familiarity with interoperability standards (HL7, FHIR, CDA, XDS).

  • Proficiency in SQL and relational databases for reporting and data evaluation is required

  • Awareness of healthcare privacy and security requirements (e.g., HIPAA).

  • Strong analytical and problem-solving abilities.

  • Capability to interpret complex data and generate actionable insights.

  • Excellent written communication skills is required, including an ability to generate clear and concise technical flow diagrams

  • Ability to clearly communicate and translate technical jargon into layman's terms for diverse stakeholders.

  • Proficiency in project management tools and methodologies.

  • Experience working with National Networks such as eHealth Exchange and Carequality is a plus.

  • Familiarity with ONC regulations and standards for health information exchange.

  • Contribute to HITRUST certification efforts by maintaining data governance-related policies and procedures for customer-facing products.

  • NYeC supports the healthcare sector, and we expect every employee to be vaccinated in accordance with NYeC’s policy before beginning employment with NYeC and present proof prior to their start date, unless they have requested and been granted an exemption or accommodation (based on disability/medical condition or a sincerely held religious belief).

  • Barring specific exemptions, team members are expected to work from the office on a regular schedule determined by the COO and on other days specified by their manager (no less than 1 day per week in the office). This schedule is subject to change.

  • NYeC supports work happening across New York State. From time to time our team members must visit other parts of the state. The most common requirement is for a New York City based team member to travel to Albany and vice versa.

    We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany, NY based candidate is $75,000 to $100,000. The annual base salary range for this role for a Manhattan, NY based candidate is $90,000 to $120,000. The salary offer will not be based on a candidate’s salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
