Patent and Trademark Office Management and Program Analyst in Alexandria, Virginia

This position is located in the Assistant Deputy Commissioners for Patent Operations, Project Management Office. The incumbent performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines relative to analyzing, evaluating, and/or improving the efficiency of internal administrative operations. Responsibilities The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy. Major Duties for this position include: Conducts feasibility and implementation studies of functions, work processes, methods, and procedures to improve present management or administrative support applications and practices. Analyzes assigned program operations, systems, procedures, and resource allocations and provides advice and recommends solutions. Prepares clear and concise reports to include graphs, charts, and management statistics. Provides customer support and assists with the planning and coordination of programs and projects. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-09. For GS-11: Applicants must meet one of the following to qualify for the GS-11 level: One year of specialized experience that is in or directly related to this position that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service. Examples of such experience may include: applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; performing statistical analysis of organizational workload and processes, compiling reports, and providing recommendations on administrative programs; and participating in the development of procedures, techniques, and methods for diversified programs. *OR applicants may substitute successful completion of 3 years of progressively higher-level, directly related, graduate education or Ph.D. or equivalent doctoral degree (such as LLM, if related). (54 semester hours, 81 quarter hours, or the equivalent). *OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the minimum qualifications requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
