Colonial Pipeline is the largest refined products pipeline in the United States, transporting more than 100 million gallons or 2.5 million barrels per day. Colonial transports various grades of gasoline, diesel fuel, home heating oil, jet fuel, and fuels for the U.S. military through a pipeline system. Colonial transports approximately 45 percent of all fuel consumed on the East Coast, providing refined products to more than 50 million Americans.

About the Senior Operations Compliance Specialist

The Senior Operations Compliance Specialist is responsible for managing, administering, and driving compliance accountability for Colonial’s operational controls programs (i.e., SCADA and field controls systems) to ensure federal regulatory compliance with PHMSA under 49 CFR 195.446. As a trusted advisor to Operations Leadership, Technology Leadership, and other impacted departments, the Senior Operations Compliance Specialist will oversee, monitor, and advise on internal and external Alarm Management requirements and ensure adherence with current regulations. This position will serve as the subject matter expert (SME) in developing and maintaining Colonial’s Alarm Management Program, processes, procedures, and coordinating resources across Operations and IT Technology to support the Company strategy.

What You Get to Do:

  • Prepare and deliver communications to Colonial Operations personnel who are required to perform operational tasks using SCADA HMIs and their direct management chains regarding Colonial’s Alarm Management Program and associated policies and procedures.

  • Evaluate, analyze, and report on the Alarm Management Program and System performance, effectiveness evaluation, operational assessments/audits to Leadership Team.

  • Identify, evaluate, and develop opportunities to optimize the alarm system(s) while performing monthly and annual reporting of key metrics (KPI reports), progress, and performance.

  • Lead compliance initiatives to minimize administrative burdens and maximize benefits for Colonial.

  • Subject Matter Expert (SME) for applying Colonial’s Alarm Management Philosophy across the organization during project planning, implementation, testing, and general preventative/corrective maintenance. Support MOC process during all project Hazard Analysis impacting Operations.

  • Subject Matter Expert (SME) on Alarm Management during Pipeline and Hazardous Materials Safety Administration (PHMSA) inspections on Control Room Management.

  • Manage associated Control Room Management procedures including ADM-CPC-005 Relocation of Pipeline Control, ADM-CPC-006 Shift Change and Handover of Responsibility, ADM-CPC-008 Point-to-Point Verification. Review Abnormal and Emergency Operating Procedures to ensure regulatory compliance.

  • Own and administrate the Point-to-Point (P2P) Verification process providing support during maintenance activities, projects/upgrades, and the overall maintenance of the P2P SLM database. Coordinate and support the collection of compliance documents and reporting for Control Room facilities.

What You Bring to the Table:

  • Bachelor’s degree Computer Science, Information Technology, or related field of study from an accredited college or university, will; will consider a combination of experience and/or education.

  • Willing to consider approximately 10 years of liquid or natural gas pipeline experience in technology, compliance, or operations with High School Diploma, or General Education Diploma (GED) from an accredited education institution in lieu of a degree.

  • Ideally 10 years Control Center/Field Control Center Operations, or SCADA/Controls Engineering, program/project management experience.

  • Ability to travel up to 20% of the time.

  • Prior experience and thorough knowledge of SCADA/Controls system alarm and functional applications, strong analytical and technical abilities.

  • Ability to construct and implement change management through education and communication.

  • Ability to work independently and as part of a team with a strong sense of urgency and accountability.
