Job Summary

Under the direction of the Associate Director of Building Maintenance & Alterations, the Assistant Director of Building Maintenance is responsible for the maintenance and operations of the academic and research facilities located on the UMass Amherst campus and outlying stations. This position directly supervises Building Maintenance Managers (Zone 4 and Central Shops) and indirectly supervises Institutional Maintenance Foremen. The Assistant Director provides leadership and direction for the organized direction reporting to them. The role includes reviewing schematic design diagrams, construction documents, and product and equipment submittals. The Assistant Director plans repairs and preventive maintenance and assists with the planning of Capital Improvement Projects to ensure all systems operate reliably. Additionally, this position represents the Physical Plant in the Facilities Planning Division on all matters related to the design, construction, start-up, and commissioning of new construction and renovation projects.

Essential Functions

  • Provides oversight and leadership for all maintenance operations. Ensures consistent and effective processes that align with long-term objectives in collaboration with co-directors and key stakeholders. Directs major repairs, remodels, and other key projects, including capital projects. Monitors daily work order completion and quality control. Ensures compliance with applicable codes and hazardous materials protocols and proper use and care of equipment and materials. Establishes and supports team in reaching strategic goals regarding customer service and quality control.

  • Responsible for the safe operation and maintenance of chillers, pumps, heat recovery systems, generators, air handlers, reverse osmosis systems, air compressors and dryers, water filters, steam and condensate piping, and all other systems related to the safe and reliable operation of UMass Amherst buildings.

  • Provides staff guidance, development, and discipline in order to meet hiring goals established by the University. Participates in discussions related to staff planning and resource allocation. Participates in sensitive employee-related matters, such as acting as a grievance hearing officer and/or conducting labor relations discussions with decision-making authority for the assigned areas. Uses access to sensitive and/or not-yet-public university-related information on in the performance or the responsibilities of position and exercises care to prevent unnecessary disclosure to others.

  • Indirectly supervises staff that work with the campus direct digital control (DDC) building automation system (BAS) to operate building equipment and to control the thermal comfort and energy use within the buildings.

  • Assures that the correct preventive maintenance tasks and schedules are completed based upon the intervals established in the Computerized Maintenance Management System (CMMS). Monitors daily work order completion and quality control. Ensures compliance with applicable codes and hazardous materials protocols and proper use and care of equipment and materials.

  • Plans and provides direction for the repair or replacement of mechanical equipment and systems by outside contractors and/or Physical Plant personnel. Assures work is planned and progresses as scheduled.

  • Develops, issues, and manages ongoing service and repair contracts for large chiller and HVAC systems, Life Safety and Security devices, and campus contracts.

  • Develops and implements quality training programs to maximize the effectiveness of the maintenance staff. Participates in the selection of maintenance staff; meets with, and maintains harmonious relationships with union representatives.

  • Coordinates with Design & Construction Management (DCM) project managers on all construction and renovation projects. Acts as a Physical Plant representative at project meetings. Ensures that copies of all Operations and Maintenance Manuals (O&M Manuals) and related information are supplied to the Physical Plant staff prior to completion of the project. Acts as a facilitator between Physical Plant personnel and DCM personnel, relaying information about operational problems with new building systems and/or renovated spaces.

  • Makes decisions on key and card access systems. Assists in fire alarm shop daily assignments and work orders.

  • Assures that all warranty data is delivered to the Physical Plant and that the information is entered in the CMMS. Informs Physical Plant personnel of design intent of all building systems involving new construction and renovation projects and assures that Physical Plant staff is properly trained in all new equipment.

  • Develops budgets to include forecasting; monitors and reports variances/problems and recommends solutions.

  • Cooperates with Customer Service Representatives and Work Management teams in their efforts to develop and maintain an up-to-date and dynamic listing of the deferred maintenance work for all campus buildings and building systems.

  • Maintains an active role in customer satisfaction by meeting routinely with campus customers to determine their needs and to ensure complete follow through. Develops and implements procedures to assure quality improvement and a clear customer service commitment and provides oversight to ensure results are achieved.

  • Performs related duties as assigned or as required to meet department, executive area/division, and University goals and objectives.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelor’s degree with five (5) years’ relevant experience in the operation and maintenance of MEP building systems, including, but not limited to, HVAC systems, fire alarm systems, chillers, and cooling towers; OR Associate’s degree with seven (7) years’ of the same experience; OR Master Plumber or Master Electrician with seven (7) years’ of the same experience.

  • Previous supervisory experience, preferably within a collective bargaining environment. Demonstrated ability to lead, train, and develop supervisors within reporting line and ensure effective management of indirect reports. Ability to supervise the work of maintenance personnel.

  • Superior project management skills with emphasis on demand modeling, capital planning, assessment and strategic planning, and effective completion and delegation of routine work and projects. Ability to develop and deliver trainings, presentations, and reports to meet organizational goals and objectives.

  • Excellent interpersonal skills, including strong ability to relate effectively with highly diverse work force; ability to establish and maintain positive, effective working relationships; ability to honor privacy/confidentiality; commitment to team success; and superior communication and active listening skills.

  • Experience with vendor management, large-scale contracts, and purchasing. tools/equipment/supplies/products required for facilities maintenance and related operations

  • Ability to engage in significant physical activity in the field, including inspecting buildings and responding to emergency situations whenever required.

  • Established skills in typical Office suite software, database development and management, and utilizing data for reporting purposes. Experience in annual and capital budgeting, and management of those budgets. Experience in computerized maintenance management systems.

  • Strong planning and organizational skills. Ability to analyze complex maintenance problems and direct their solution.

Work Schedule

Typical schedule is Monday through Friday, first shift. Must also be willing to work nights, weekends, or irregular hours during campus emergencies or during start-up and commissioning periods.
