Job Description:

The Sr. Manager Subcontracts for the Maritime Power & Energy Solutions (MPES) Division will lead all aspects of subcontracting support across all MPES sites. This leader will also be responsible for supervising all MPES subcontracting specialists. This position will report to the Maritime Sector Subcontracts Director.

The roll will include leading all aspects of the Subcontract process from proposal stage through Program award and execution. This process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out

The roll will also be responsible for managing subcontractor cost, schedule, and technical performance, and ensuring L3Harris and Customer objectives are achieved including on-time delivery, exceptional quality, and affordability with the ability to monitor & assess project issues and develop mechanisms & resolutions to meet goals.

Essential Functions:

  • Utilize knowledge of baseline-centric execution and Change Management to review status of projects, budgets, forecasts, EVMS; prepare status reports

  • Maintain and manage strategic relationships with suppliers to achieve Program, Customer and Corporate goals for sales, orders, and profit

  • Partner with Engineering, Program Team, Commodity Managers and Suppliers to drive alignment with commodity strategies for supply base optimization and lowest total acquisition cost

  • Supervise the drafting and negotiation of contract vehicles including Subcontracts, Letter Subcontracts, Strategic Sourcing Agreements, Teaming Agreements, Non-Disclosure Agreements, and Sole Source Agreements

  • Establish & manage major contractual milestones, such as preliminary and critical reviews and other schedule goals throughout the program, including analysis of supplier capacity and capabilities.

  • Responsible for initiating corrective action measures with Suppliers when necessary and assessing trends in performance to prevent delays or cost overrun

  • All supervisory functions and daily management of assigned subcontracts specialists and overall responsibility for the subcontracting function across the division.

  • Seamless integration of Subcontracts, Engineering, Quality, Finance, and Planning organizations in support of Program Management and Business Development

  • Responsible for analyzing diverse sets of issues and challenging developmental program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership

  • Work closely with program management and technical personnel to support/manage high-dollar proposals and subcontracts

  • Strategically support program(s) on critical negotiations and serve as subject matter expert for subcontract terms and conditions

  • Work closely with Trade Compliance and provide guidance and support to the Program(s) related to correct document markings. (i.e. Export Controlled, Proprietary Information, ITAR, EAR, etc.)

  • Coordinate directly with technical teams to identify processes, requirements, Statements of Work improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance

    Qualifications:

  • Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.

  • 10+ years of Subcontracts Management experience in the Aerospace and Defense industry.

  • Proven experience in leading high performing teams.

  • Solid knowledge of defense supply chain and purchasing processes. Must have experience with FAR/DFARS contractual terms and conditions, and experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee) .

  • Experience in negotiation of large complex subcontracts and agreements.

  • Experience with Intellectual Property (IP) and Patent requirements

  • Excellent analytical and organization skills.

  • Must have advanced computer skills and a solid understanding and knowledge of ERP/MRP systems.

  • US Citizenship required.

  • Work onsite in Philadelphia, PA; Anaheim, CA; or Palm Bay, FL

  • Ability to travel periodically; expected to be no more than 25%

    Preferred Additional Skills:

  • Bachelor’s degree in Business Administration, Engineering, or related discipline. Master’s degree in a related field desired. MBA a plus.

  • Strong communication and interpersonal skills including the ability to interact with all levels of management.

  • Ability to manage change in an organization, reengineering its culture and approach to workload management.

    In compliance with pay transparency requirements, the salary range for this role is $121,000-225,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
