North Wind Site Services is focused on providing engineering, program management, environmental remediation services including investigation and characterization, environmental restoration, unexploded ordnance/military munitions response (MMRP), regulatory public involvement services, environmental compliance, logistics, and records and facility management.
POSITION PURPOSE:
North Wind Site Services is currently seeking an Electrical Operations Manager to provide direct Electrical Management level support to the 611th Civil Engineer Squadron (CES) at multiple long range radar sites (LRRS) across Alaska, Hawaii, and Wake Island. Primary duties include troubleshooting and oversight of repair of electrical and power generation systems including manual and automatic transfer switches, load banks, trickle chargers, batteries, generators, fire alarms, and other electrical problems for power systems for LRRS for approximately 21 remote 611th CES sites throughout Alaska, Hawaii, and Wake Island.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Monitors/oversees electrical aspects for construction projects for new construction, renovations, and improvements to real property facilities, generators, and power generation systems from start to finish including performance of preconstruction site surveys all the way to completion of as-built drawings.
Provide troubleshooting, oversight and potentially repair for manual and automatic transfer switches on Eareckson, King Salmon, Wake Island and other LRRS across the Pacific Air Forces Regional Support Center (PRSC) AOR at multiple locations in Alaska, Hawaii, and Wake Island.
Experience overseeing and assisting teams of electricians performing lineman duties, security systems, power generation, transfer switch, and load bank projects at federal facilities, including remote locations.
Performs a wide range of construction duties surrounding electrical and power generation O&M functions to encompass the maintenance, repair, upgrade, and operation of a variety of infrastructure facilities and utilities. Also Assists in evaluating construction bids.
LRRS sites at Eareckson AS, King Salmon, Wake Island and throughout Alaska have continuous technical issues requiring trouble shooting and repair. Candidate must be willing to travel throughout PRSC AOR to perform troubleshooting, oversight, and repair.
Plans, programs and budgets specific electrical functions and power generation systems for Air Force MILCON and infrastructure projects in support of the Pacific Region Support Center (PRSC) and 611th CES. Prepares DD1391 packages including specifications, cost estimates, site planning documents, and supporting technical documentation.
Performing analyses, calculations, modeling and simulation of electrical and power generation systems, transfer switches, load banks, trickle chargers and mechanical systems/components/ materials,
Providing support in the development of design requirements, alternatives analysis, equipment selection/sizing, constructability, drawings, etc.,
Performing or overseeing surveying operations to establish reference points, grades, elevations and volumes to guide construction/remediation projects and design,
Using design software to plan, design and/or bid transportation, hydraulic systems, civil project, and/or structures,
Managing the repair, maintenance, and replacement of DOD and government electrical and power infrastructure,
Analyzing survey reports, maps, and other data to plan projects, Travel is required to Alaska, Hawaii, and Wake Island sites to perform facility condition assessments of their electrical infrastructure. This infrastructure may include power generation, transfer switches, batteries, load banks, fire alarms, and security systems. May lead teams to assess mechanical, structural, and electrical components of facilities and document conditions and systems needing repair, replacement, and upgrade.
Prepares high level and detailed cost estimates for electrical and power infrastructure using a variety of tools including RS Means and Parametric Cost Estimating System (PACES) software.
Prepares/reviews change orders prior to contract modification.
Ensures federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the maintenance and construction specifically of electrical, power generation, fire alarm and security systems.
Uses computers/computer software such as information management, CADD, and project tracking programs to help solve A-E problems.
Keeps current on relevant software applications and seeks new applications to facilitate work.
MINIMUM QUALIFICATIONS:
Education and Experience:
Air Force or DOD specific Technical Schooling in the Mechanical and/or Electrical fields is strongly preferred
Bachelor's of Science (BS) degree
Master's Degree in Project Management or Construction is strongly preferred.
Strong analytical and problem solving skills, as well as verbal and written communication skills
Electrical licensure is preferred.
Five (5) or more years of experience in electrical operations, maintenance, troubleshooting and repair.
Department of Defense (DOD) and/or Air Force electrical experience is preferred.
Driver's license
Ability and willingness to travel to remote locations at least 25% of time
Clean record to pass a DOD National Agency Check (NACI) background check to obtain any required security passes, network access, and clean driving record
Skills and Abilities:
Demonstrated knowledge of broad-based electrical, power generation, fire alarm, security systems, construction and project management principles.
Sound understanding of technical concepts, principles, and practices applicable to multi-discipline engineering, and specifically electrical and power generation project design and construction.
Knowledge of construction practices and methods and electrical operations management.
Demonstrated ability to communicate effectively in English, orally and verbally.
Demonstrated ability to read and interpret contract documents.
Demonstrated experience in preparing correspondence, written reports and in briefing management personnel.
Be able to obtain security clearance if required.
Clean record to pass a DOD National Agency Check (NACI) background check to obtain any required security passes, network access, and clean driving record
Special Requirements:
- Formal training in electrical operations, power generation, generators, transfer switches and load banks.
PREFERRED QUALIFICATIONS:
Strong analytical and problem-solving skills, and excellent written communication skills
Three (3) years Department of Defense (DOD) and/or Air Force experience is highly preferable
PHYSICAL DEMANDS:

WORKING ENVIRONMENT:
- Work generally conducted indoors in an office setting with at least 25% travel to project sites performing outdoor work, many of which are in remote locations throughout Alaska, Hawaii, and Wake Island
