This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.
DEPARTMENT: Anchorage Health Department (AHD)
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.

Example of Duties
This professional accounting position is responsible for managing accurate and complex grant and operating financial records for several funds, accounts, and programs. Manage, coordinate, track and prepare documents for the grant management process; applications, budget preparation, awards, amendments, line-item budget revisions, reconciliations, grant certifications, reporting, and final grant closeouts. Prepare Assembly documents and ensure proper account information is identified for submittal into OnBase. Assists with the preparation of the annual operating budget, spending plans, and associated reports. Process invoices, payments, and encumbrances for purchase order creation. Develops and maintains complex departmental financial reports: monthly, quarterly, and annually for operating and grant budgets. Identify and resolve necessary budget and transaction adjustments. Coordinate development, review, and revision of operating instructions and procedures. Prepares audit responses and maintain audit records. Analyze the need for and execute journal entries, variance analyses, budget transfers, provides budget guidance, labor/non-labor projections/forecasts, and grant certifications. Provide technical support and information to administrative management as well as federal and state agencies. Prepare and provide training and associated documents including but not limited to SAP training to other accountants, program managers, and division users. Maintain departmental asset management files. Perform other related duties as assigned.
The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health and Social Services (DHSS) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster, AHD's employees may be called to engage in emergency operations responses and recovery.
Minimum Qualifications / Substitutions / Preferences
Bachelor’s degree in Accounting, Economics, Management, Business Administration or a related discipline and three (3) years of professional accounting work experience.
OR
A certificate as a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) and three (3) years of professional accounting work experience.
OR
Associate’s degree in Accounting, Economics, Management, Business Administration or a related discipline and five (5) years of professional accounting work experience.
OR
High school diploma, GED, or equivalent and seven (7) years of experience in accounting, payroll, or similar office responsibility.
Preferences:
Grant accounting experience in a governmental organization.
Experience with SAP.

Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
