Job Summary

The Overdose Prevention Engagement Network (OPEN) is a diverse team dedicated to improving lives and reducing harms of substance use. By engaging with individuals, communities, and organizations, the team shares education and resources to strengthen person-centered prevention, treatment, and recovery.

OPEN will be launching an innovative strategy to expand access to medication for opioid use disorder (MOUD) by creating a warmline, designed to provide immediate support and care for individuals struggling with opioid use disorder (OUD). Our warmline will offer a compassionate and timely response from trained individuals for those in need of treatment, with the goal of streamlining their journey towards recovery. The OPEN Warmline would serve as an accessible entry point to treatment for OUD for those either seeking new care or needing to transfer care. The OPEN Warmline team will deliver rapid evaluation and medication management via telehealth services, while also facilitating a warm handoff to long-term care providers?thereby addressing both the immediate and ongoing treatment needs of individuals.

OPEN is seeking an experienced Clinical Implementation Project Manager to facilitate Opioid Use Disorder telehealth care services. The ideal candidate will have a strong background in project management, program evaluation, and experience in healthcare, public health, or a related field. Knowledge of substance use disorders and experience in developing support lines or similar services are highly valued. The successful candidate will be responsible for driving the project from conception to execution, working closely with OPEN clinicians, behavioral health consultants, peer recovery coaches, regional stakeholders, and technical teams to ensure the warmline provides confidential, reliable, and immediate support to individuals seeking treatment for OUD.

This position is a hybrid position and does require in-office work 2-3 days per a week. Our office is located at the North Campus Research Complex in Ann Arbor.

Responsibilities*

Lead the strategic planning, development, and operational execution of the MOUD Warmline project.

  • Develop and maintain a detailed project plan, manage timelines, ensuring milestones are met, and adjustments are made as necessary.

  • Develop an understanding of organizational structures and regulatory requirements for telehealth care delivery and work within these parameters to establish appropriate EMR documentation pathways to support protocol implementation.

  • Collaborate with OPEN leadership and participate in budget planning, resource allocation, and financial management.

  • Apply broad knowledge of measurement and analysis to assess project performance and prepare reports on the progress of the project throughout the lifecycle of the project as required by the funder.

  • Work with Physicians, nurses and other clinicians to improve Warmline implementation.

Oversee the day to day operations of the OPEN Warmline Project.

  • Provide overall project team management to include leadership, guidance, and assistance to project team members as required

  • Functional supervision of peer recovery support coaches

  • Functional supervision of the Warmline Clinical Intake Team

  • Ensure the telehealth clinic has appropriate coverage and scheduling

Develop patient and clinician resources and education.

  • Develop tools and resources related to substance use disorder, pain management, etc.

  • Implement and measure the effectiveness of tools, resources, and educational interventions.

Lead the development and maintenance of statewide referral partnerships.

  • Oversee the implementation of professional relationships with social service professionals in the regions a patient may be referred for long term care. This includes prepaid inpatient health plans, community mental health agencies, substance use disorder treatment providers, hospitals, law enforcement, peer support specialists, etc.

Required Qualifications*

  • Bachelor's degree in public health, healthcare administration/management, healthcare or other related field

  • Supervisory experience required.

  • Exceptional leadership, organizational, and interpersonal skills.

  • Strong analytical and problem-solving abilities, with a focus on strategic planning and risk management.

  • Excellent oral and written communication skills.

  • Proficiency in project management software and tools.

  • Ability to work independently with strong initiative and also collaborate effectively as part of a multidisciplinary team.

Lead Level Requirements:

  • 8 or more years or more related experience in research, compliance, and clinical operations management

Senior Level Requirements:

  • 5-8 years or more related experience in research, compliance, and clinical operations management

Desired Qualifications*

  • Direct experience in developing and implementing similar programs.

  • Knowledge of substance use disorders and medication for opioid use disorder.

Additional Information

Please note: This position is term-limited through 9/30/2026 with the possibility of renewal based on need and available funding. At the end of the stated term, your appointment will terminate, and will not be eligible for Reduction-in-Force (RIF) benefits. This term-limited appointment does not create a contract or guarantee of employment for any period of time as you will remain subject to disciplinary or other performance measures, up to and including termination, at the will of the University in accordance with existing University policy and standards for employee performance and conduct.
