Summary The primary purpose of this position is to be responsible for the establishment, review, and coordination of policies and procedures pertaining to strategic planning and compliance oversight for clinical Research and Development. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Participates in long-term strategic planning and exercises delegated decision making authority for resource management of the agency's research and development programs and policies. Evaluates the impact of current research standards on programs. Monitors the effectiveness of the interactive systems and procedures necessary to advance the research program regarding national rules and regulations. Establishes guidelines and performance expectations for principal investigators and their staff. Plans work to be accomplished by subordinates; set and adjust short-term priorities. Prepares schedules for completion of work. Gives advice, counsel, or instruction to employees on both work and administrative matters. Improve production or increase the quality of the work directed. Resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Formulates and issues written instructions, standard operating procedures, and special instructions for non-routine or complex assignments or to clarify published guidelines. Establishes operating guidelines to implement procedures and methods in delivering services or completing maintenance projects to maintain research program accreditation and to maintain regulatory compliance in all areas of expertise. Works with other research and medical center staff with a goal of increased patient and customer satisfaction frequently requiring independent assessment of work and facility condition. Serves as liaison on behalf of the Research &Development Service with medical center services and other local and national agencies in all matters dealing with research standards and related issues. Qualifications To qualify for this position, you must meet the following: BASIC EDUCATION REQUIREMENT: All applicants must meet the basic education requirement as described below. (Must also meet the Additional Qualification Requirements below). Having a bachelor's or graduate/higher level degree: with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (TRANSCRIPT REQUIRED) And In addition to meeting the Basic Education Requirement above, you must also meet the following additional requirement. SPECIALIZED EXPERIENCE GS-14: Applicants must have at least one (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-13 grade level in the Federal Service. Qualifying specialized experience includes: experience with clinical research on human subjects; knowledge of clinical research compliance, rules, and regulations; ability to obtain research funding; and experience managing a clinical research program. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Follow Directions Leadership Planning and Evaluating IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary but will require visiting the work locations of all programs.
