The Opportunity:

Spectrum Superiority is searching for an experienced Senior Business Development Manager with a successful track record in identifying, shaping, and winning new business opportunities in the SIGINT, Direction Finding, Electronic Warfare, and EO/IR markets with Department of Defense (DoD) and intelligence community customers as well as Industry Partners.

Primary focus will be on the identification, development, and qualification of opportunities inside the Department of Defense and with Federal Agencies for Spectrum Superiority Solutions into Programs of Record as well as identify and develop key partnerships with industry OEMs for integration of Spectrum Superiority Products and Capabilities.

This position will work closely with the VP of Business Development, the Line of Business Leader, and the sales team across the Spectrum Superiority business to develop the pipeline and go to market plan while focusing on positioning and capturing new business contracts.

This role will be based at one of our locations in either Northern Virginia (Herndon, Sterling, Reston) or Maryland (Jessup, Annapolis Junction).

Responsibilities:

  • Create, manage, and implement go-to-market plans that articulate and generate consensus for strategic vision, action plans, competitive intelligence, investments, business case, etc. within Spectrum Superiority market with targeted customers (both Government and platform OEM’s).

  • Build and qualify new business pipeline based on Spectrum Superiority products and capabilities to include SIGINT, Direction Finding, Electronic Warfare, and EO/IR markets.

  • Develop and present milestone briefings to senior management in support of investing in and pursuing strategic opportunities in these markets.

  • Engage DoD, Intel and Industry customers to identify and shape opportunities. This includes active communication of filtered actionable intelligence back to the Lines of Business, BD, and functional group staff as well as contact plan, messaging, and win strategy development and timely follow-up.

  • Actively support Capture, Proposals, and Sales functions to maintain continuity across the BD lifecycle, enhancing our ability to win as opportunities progress from qualification into capture and then proposal.

Qualifications:

Required:

  • Bachelor’s Degree from an accredited institution in engineering, related technical field, or business.

  • Detailed technical and/or operational understanding of SIGINT, Direction Finding, Electronic Warfare, and EO/IR systems and upcoming programs and requirements within IC and DoD market.

  • Strong trusted network of customer contacts and familiarity with the customer's major programs and upcoming initiatives.

  • Established customer relationships with applicable DoD PEO’s/PM’s as well as with crewed and uncrewed platform OEM’s.

  • Working knowledge of the DoD procurement process, and a demonstrated proficiency with IC and DoD strategy and acquisition plans.

  • Demonstrated ability to execute the business development process with minimum supervision.

  • Effective leader/participant in formal presentations to clients and potential teaming partners; proven track record of building winning teams as well as successfully negotiating with potential team members as to roles and participation.

  • Strong written and oral communication skills.

  • 5+ years performing Business Development (sales, marketing, capture, proposal) activities, especially in pursuit of high-end technology-based solutions within the IC & DoD markets within the Federal space or similar relevant experience in DoD program office.

  • Ability to travel 25-50%, CONUS

  • Active Secret clearance to start with ability to obtain TS/SCI Clearance.

Desired:

  • Working experience and personal relationships with OEM’s that integrate SIGINT/EW and EO/IR payloads into crewed and uncrewed vehicles.

  • Formal training in the Shipley capture process.

  • Masters Degree / Masters of Business Administration

Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Since this position can be worked in more than one location, the range shown is the national average for the position.

The proposed salary range for this position is:

$124,900-$274,800
