An IT Programmer Analyst II is the full performance level of work designing, developing, testing, implementing, and maintaining applications and programs using generally accepted computer programming languages or other developmental tools. The use of generally accepted computer languages or other developmental tools may include third and fourth generation languages such as, but not limited to: .NET technologies, ASP.NET, C#, JavaScript, SQL, Angular, REST API, PowerShell and Azure PowerPlatform.
Duties include, but are not limited to:
Analyze, design, develop, test, document and support applications.
Provide technical leadership and guidance to the software development team, following SDLC Principles, including analyzing requirements, recommending technical solutions, reviewing code, and introducing new technology.
Write technical documentation and standard operating procedures.
Research and recommend software technology and architecture to management.
Coordinate enterprise software applications development and source code control.
Provide technical support to departments as needed.
Employees are subject to being on call 24 hours a day must be willing and available to work evenings, weekends and holidays.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.
Experience: One (1) year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools. *Six (6) months of this experience must have included experience utilizing established development tools, guidelines and conventions including but not limited to: C#, ASP.Net, Azure, JavaScript or PowerShell.

The ideal candidate will possess:
Strong technical and analytical skills in ASP.NET, C#, JavaScript, SQL, Angular, REST API, PowerShell
Familiarity with Azure PowerPlatform
Experience in Scrum or Agile Development
Microsoft Certified preferred
Good interpersonal skills
Ability to work with a significant level of detail
Ability to work with a high degree of independence
Ability to communicate effectively, both verbally and in writing

Notes:
Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.
Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education; or candidates that lack high school or equivalency certificate may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining, hardware and software, on a year-for-year basis for a high school education.
Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.
U.S. Armed Forces military service experience as defined under the Experience Requirement of the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
Licenses & Certifications
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the state of Maryland.

Special Requirements:
Employees are subject to being on call 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached. Employees must be willing and available for duty at such hours, day or night, as may be required to maintain continuous and safe operation of a facility.
