Summary About the Position: Serves as the Engineering Technician in the Appleton area office. Assists engineers with planning, management, and direct construction and maintenance programs and projects. NOTE: Please review details provided in "Additional Information" section. Responsibilities Utilizes practical knowledge of engineering methods and techniques to perform a variety of duties in support of contract administration, and office and field engineering. Provides quality technical services to the District by assisting Construction Branch project office of plans and specifications prior to contract advertisement. Reviews solicitations for accuracy and consistency between specification sections and drawings. Provides administrative support and contract administration support to the construction field offices as appropriate for work accomplishment and contract compliance. Assist office engineers on contract administration matters and quality assurance duties to include but not limited to assist in data collection/market research in support of Independent Government Estimates (IGE). Assists the office engineers in verifying that contract close-out requirements have been met by construction field offices. Supports the Corps Safety Program by working within safety guidelines. Consolidates Construction Branch design review comments and BCOE review comments into the District electronic database. Analyzes existing contract documents with respect to completion schedules and evaluates all revisions made thereafter to establish new contract provisions. Assists the office engineers and field construction offices on technical support. Maintains a working knowledge of structural welding procedures and nondestructive testing procedures for welds and weldments. Coordinates with office engineers at construction field offices to obtain construction progress data and photos for development of construction status reports, and to update/maintain the Construction Branch webpages. Studies contracts, plans, specifications, special directives, and other criteria and changes thereto pertaining to construction; interprets, furnishes information and instructions, and renders decisions thereon to field personnel. Maintains close work liaison with other elements of Engineering and Construction Division. Collaborates in the review of contractor technical submittals and Requests for Information (RFis). Demonstrates effective verbal and written communication skills with a professional, proactive, problem-solving attitude. Assists the field construction offices in orientation and processing of new Government personnel. Assist office engineers in preparing for periodic Quality Assurance inspections of construction work from layout to completion under each contract. Individual Occupational Requirements for GS-0802 series includes:https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/engineering-technical-series-0802 Specialized Experience: One year of specialized experience which includes inspecting progress of work at various stages of construction to ensure compliance; communicating with internal/external stakeholders to resolve scheduling conflicts and construction issues; proficient using scheduling software programs (Primavera P6 or equivalent) to plan, schedule, monitor projects, track costs, and prepare Findings of Fact and cost analysis. Developing contract modification documentation and creating cost estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Oral Communication Quality Management Teamwork Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
