Summary About the Position: Serves as a Program Officer for various Security Assistance programs in the Fires portfolio within the Office of the Deputy Assistant Secretary of the Army for Defense, Exports and Cooperation and is delegated the authority and responsibility to ensure the integration of the various functional areas across the Army acquisition enterprise. Responsibilities Participates in all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment, and product improvements with Security Assistance / Foreign Military Sales equities. Participates in all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment, and product improvements with Security Assistance / Foreign Military Sales equities. Interface with external stakeholders on all matters relating to and impacting program execution. Review programming documents received from higher headquarters to determine effect on assigned Security Assistance programs. Identifies and balances risks, selects alternatives, and plans how to best accomplish the goals and objectives of the project within recognized guidelines. Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project. Supports Program Executive Offices (PEOs) in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluation plans to integrate foreign partner requirements. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03) position in the federal service. Specialized Experience: One year of experience which includes: 1) Utilizing knowledge of an agency's acquisition process in order to provide oversight for complex acquisition programs; 2) Serving as a liaison to external organizational stakeholders with responsibility for providing guidance on decisions that impact acquisition projects; and 3) Preparing briefings and reports to senior leaders in order to identify issues and/or progress in issue resolution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03). You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Communications Planning and Evaluating Project Management Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
