Koniag Management Solutions, a Koniag Government Services company, is seeking a Contract Acquisition Support Specialist with an active TS/SCI clearance to support KMS and our government customer at the Pentagon, Arlington, VA.

The candidate will support the DoD CIO Resources and Analysis (RA) office with execution of the government mission.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Assist program management and acquisitions for DoD CIO, DCIO (Resources and Analysis) across multiple programs.

  • Conduct program portfolio analysis and draft information papers regarding cost, schedule, and performance.

  • Draft leadership briefs on program execution and status, including past, present, and future implementation goals, objectives, financial planning, and programmatic risks.

  • Support services, software, and equipment procurements efforts.

  • Provide acquisition and project management support.

  • Develop program acquisition documentation (i.e., performance work statements (PWS), statements of work (SOW), statements of objectives (SOO), independent government cost estimates (IGCEs), Department of Defense Contract Security Classification specifications (DD Form 254), and market research (MR)) to support contracting actions and purchase request packages (PR packages).

  • Identify process improvement opportunities within DoD CIO program management and acquisition procedures.

  • Draft policies and processes to facilitate contract procurement and implementation changes.

  • Leverage the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) to ensure contractual correctness and legality.

  • Update and maintain electronic folder filing system.

  • Utilize Procurement Integrated Enterprise Environment (PIEE), Wide Area Workflow (WAWF), Electronic Document Access (EDA), and Acquisition Modernization Initiative (AMI) to verify, collect, and submit contract tracking documentation.

  • Assist CIO Office with a wide range of acquisition and procurement support services. Support may include:

  • Support strategic acquisition planning.

  • Coordinate with stakeholders and facilitate requirements generation meetings.

  • Assist drafting government unfunded requirements (UFRs) documentation.

  • Develop draft acquisition and procurement documentation, such as market research, performance work statements, modification documents, and cost estimates.

  • Provide technical assistance, training, guidance, templates, and instruction to enable acquisition workforce knowledge and proficiency.

  • Support requirement reviews for a variety of contracts.

  • Coordinate procurement processes and policies with various interagency partners and contracting agencies and organizations.

  • Maintain current information regarding existing acquisition/procurement vehicles.

  • Identify and assess programmatic risks.

Required Qualifications:

  • Full understanding of acquisition/requirements/contracts package management, to include authoring all documents from concept to award.

  • Experienced and effective policy and standards implementer.

  • Experience across multiple DoD organizations.

  • Effective collaborator, communicator, and self-starter with the ability to develop trusting relationships with customers, peers, and subordinates.

  • Ability to link business/customer requirements to customizable solutions.

  • Ability to operate autonomously.

  • Must be a US citizen, hold a current DoD top secret clearance.

Additional Qualifications:

  • Intermediate competency with Microsoft Office tools (Word, Excel, PowerPoint, Teams).

  • Program management certification (PMP, DAU, etc.).

  • Ability to work on-site.

  • Intermediate data analytics competency.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
