Harbor Group Management is seeking a highly skilled and experienced Director of Compliance to join our team in Arlington, VA. The Director of Compliance is responsible for ensuring regulatory compliance with all regulatory agreements, affordable housing agency guidelines, investor requirements, and internal policies and procedures. This position works in conjunction with the Regional Management team to provide tactical leadership, support, and guidance to onsite team members and corporate compliance team members. The Director of Compliance is responsible for overseeing all compliance activities within the organization, ensuring that policies and procedures are in place to meet regulatory requirements and industry best practices. This role will involve developing and implementing compliance programs, conducting audits and risk assessments, and providing training and guidance to employees at all levels of the organization. This role requires extensive experience in affordable housing, compliance, and low-income housing tax credits. Additionally, this role will consult on non-affordable properties with affordable components, such as restricted units, acceptance of vouchers, etc.

Essential Functions

  • Manages and oversees a team of Compliance Managers and Specialist located in multiple locations

  • Develop and maintain a comprehensive compliance program that addresses all relevant laws, regulations, and industry standards

  • Conduct regular audits and assessments to identify compliance risks and opportunities for improvement

  • Provide guidance and support to employees on compliance-related issues and requirements

  • Monitor changes in laws and regulations that may impact the organization's compliance efforts

  • Collaborate with other departments to ensure that compliance requirements are integrated into business processes and decision-making by developing and implementing policies/procedures related to all applicable Tax Credit/Affordable Housing governing programs

  • Prepare reports and presentations on compliance activities and findings for senior management and external stakeholders

  • Carries out supervisory responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Serve as a point of contact for regulatory agencies and auditors, and manage any compliance-related inquiries or investigations

    Qualifications

  • Bachelor's degree in business, finance, law, or a related field or equivalent combination of education and experience

  • Active certification in LIHTC Compliance from an accredited provider (within the last 12 months) preferred

  • Minimum of 5 years of experience in compliance processing Low Income Housing Tax Credit certification paperwork, as well as the general affordable housing certifications

  • Strong working knowledge of regulatory requirements, applicable affordable housing-related laws and regulation, and industry best practices related to compliance

  • Excellent analytical, communication, and problem-solving skills

  • Ability to communicate professionally and effectively in person, on the phone, electronically, or through other means to individuals and groups at all organizational levels including owner representatives, employees, and executive management

  • Versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm

  • Possess excellent organizational skills, initiative, and ability to work independently and collaboratively in a fast-paced, dynamic environment

  • Experience in managing compliance programs and leading cross-functional teams
