Oshkosh Corporation Government Operations Manager - Energy & Trade in Arlington, Virginia

Summary:

The government operations manager is responsible for developing, managing, and executing lobbying activities related to energy, trade, tax, manufacturing, infrastructure, agriculture, and other adjacent policy areas as assigned by the head of global public policy. The position requires in-depth knowledge of the federal legislative and regulatory processes, congressional oversight committees, Executive Branch authorities, and be able to advocate effectively on behalf of Oshkosh Corporation’s equities to all external stakeholders in these fields. The manager will work closely with internal partners, representing the company before congressional offices, within the Administration, and amongst peers in outside support organizations. The manger will report to the head of global public policy, must be Washington, DC-based, have direct Congressional experience, be willing to travel up to 20% of their time, have a strong policy foundation, and impeccable communications skills.

Roles & Responsibilities:

  • Federal advocacy & lobbying

  • Develop, manage, and execute comprehensive lobbying strategies within policy portfolio, in conjunction with enterprise-wide global public policy strategy

  • Advocate for the organization’s priorities before relevant congressional audiences, departments/agencies,

  • Monitor and analyze proposed legislation, regulations, and policy developments that could impact the organization’s interests

  • Draft policy positions, advocacy materials, and legislative proposals to advance the organization’s agenda

  • Stakeholder engagement

  • Foster and grow relationships with key federal policymakers, including Members of Congress, relevant congressional oversight committees, congressional staff, and agency officials

  • Coordinate and participate in meetings, briefings, and hearings to represent the organization’s views and policy priorities, crafting the necessary materials to support strategic engagements

  • Collaborate with industry coalitions, trade associations, and other stakeholders to align and amplify advocacy efforts

  • Support political action committee management and attend political action committee-sponsored activities

  • Strategic communications

  • Prepare and deliver presentations, white papers, congressional notifications

  • Draft testimony, hearing questions, authorization language

  • Engage with stakeholders through all communication channels

  • Research & analysis

  • Conduct comprehensive research on relevant policy focus areas, providing regular reports, updates, and analysis for internal distribution and awareness

  • Monitor economic, political, and industry trends that could influence policy focus areas

  • Internal coordination

  • Work closely with the segment leadership or business units aligned to policy focus areas, providing guidance and support on legislative and policy matters of interest

  • Coordinate and attend all congressional visits to Oshkosh locations that align to policy focus areas

  • Support offsite engagements where Gov Ops presence is required, as assigned

  • Partner with relevant marketing and communications leads to ensure the look and feel of materials meet required brand standards

  • Compliance & reporting

  • Ensure compliance with federal lobbying regulations

  • Maintain records of lobbying activities, including meetings, communications, and expenditures

  • Align to Oshkosh’s Code of Ethics and Conduct, core values, and Gov Ops team guidelines

Requirements:

  • Bachelor’s degree in Political Science, Public Policy, Communications, or a related field

  • Minimum of 7+ years of experience in congressional affairs, government relations, or federal lobbying, with a focus on trade policy

  • Direct experience as a congressional staffer

  • Strong knowledge of federal legislative and regulatory processes

  • Proven track record of successful advocacy and relationship-building

  • Excellent written and verbal communication skills, with the ability to articulate complex policy issues clearly and persuasively

  • Strong analytical skills and the ability to synthesize information from various sources

  • Experience working with trade associations, industry coalitions, or public policy organizations

Pay Range:

$102,800.00 - $176,800.00

The above pay range reflects the minimum and maximum target pay for the position across all U.S. locations. Within this range, individual pay is determined by various factors, including the scope and responsibilities of the role, the candidate's experience, education and skills, as well as the equity of pay among team members in similar positions.
