Kiliuda , a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Novice Intelligence Research Specialist
Position Responsibilities:
The position shall support the 24/7 monitoring team, (shift work)which monitors open source and social media in accordance with established Department of State monitoring priorities, performing cursory, initial triage of content to eliminate information that is from sources known to be provocative, parodic, or similar; maintaining an internal database of sites and users known to be valuable, reliable, unreliable, or parodic; and creating cursory, standardized reports per Program SOP to provide to analytical team for further analysis. Will work under the direction of a Senior analyst.
Provideopen-source monitoring,assistance,andsupporttodomesticinvestigativeoffices,protectiondetails,protective intelligenceoffices,intelligenceanalysisoffices,andotherDSandexternalconsumers.Productsincluderesearching,triaging, and interpreting data pertinent to assessments of threats, suspicious and hostile activities, and significant incidents.
Utilizenumerousdatasets,specializedtools,andadvancedtechniquestoidentifypotentialthreat(s)totheDepartment for referral to analytical teams, other DS offices, and/or law enforcement, defense, and intelligence partners.
Reviewincomingopen-source informationandmaintainadatabasetoassesstheaccuracy,credibility,validity,and relevance of known media sources.
Preparepreliminaryreferralsrelatedtoopen-source threats,suspiciousandhostileactivities,andsignificantincid- ents.
Provide technical advice and guidance in the planning and execution of open-source collection operations.
Prepareandpresentwrittenandoralbriefingstospecialagents,Programmanagement,BureauandDepartment leadership, and law enforcement, defense, and intelligence partners on open-source monitoring and triage.
Build and maintain relationships and collaborative networks within the Department and across the law enforcement (federal, state, and local), security, and intelligence communities to share information, best practices, and lessons learned. Where appropriate,thecontractorshallestablishandmaintainliaisonwithintheDepartmentandacrossthelawenforcement,defense,andintelligence communities to represent the office and the Bureau; obtain resources and support; and plan and coordinate activities.
Developandimplementnewandinnovativestrategiesforgatheringopen-source informationorintelligencein support of DS priorities and mitigation initiatives to address gaps and shortfalls in the collection and triage of open-source intelligence.
Attendinternalandexternaltrainings,seminars,andconferencestoacquireknowledgeofnewandemergingdata- sets, specialized tools, and advanced collection techniques that can be used to support open-source intelligence operations.The con- tractorshallinformandadvancetheProgram’suseofrelevantanddevelopingtechnologies.Contractorsshallidentifytheircontractor affiliation on name tags and presentation materials.Contractors shall identify their affiliation at meetings, courses, and conferences.
WorkingwithProgrammanagement,thecontractorshallusead-hocProgrammonitoringprioritiesinthecreationofBooleanorother query-language algorithms used in commercial and unclassified tools.
Perform other related duties as assigned.
Position Requirements:
Knowledge of media platforms in the designated region, in particular those aligned with cultural, politicaland security interests as they relate to the U.S. interests in order to conduct complex open and all-source source operations focused on awiderangeofDSmonitoringprioritiesthatmayincludethreats,politicalviolence,crime,terrorismandothercriticalsecuritypriorities for internal and external customers.
Knowledgeofopen-source concepts,methods,andpracticestoprovidetechnicalandanalyticalsupportfor the planning, conduct, and coordination of intelligence research and analysis operations.
Knowledgeofvariousqualitativeandquantitativetechniquestoeffectivelylocateandidentifyinformation of concern regarding Department equities in publicly available information including social, news, and traditional media.
Knowledge of Internet-based research, including Boolean logic, search engine and database resources, and Internet sources, such as social media, social networking tools, data exploitation, and commercial- and industry-based database in or- dertoconductcomplexopen-source operationsfocusedonawiderangeofDSmonitoringprioritiesthatmayincludethreats,political violence, crime, terrorism, and other critical security priorities for internal and external customers.
Knowledge of foreign language research methodologies using internationally focused Web sites to conduct complexopenandall-sourcesourceoperationsfocusedonawiderangeofDSmonitoringprioritiesthatmayincludethreats,political violence, crime, terrorism, and other critical security priorities for internal and external customer
Knowledgeofmachinelanguagetranslationmethodstoaddressvariousformatssuchasprintedandonline documents in order to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism, and other critical security priorities for internal and external customers.
Knowledge of advanced search techniques, information databases, data visualization, and related tools to conductcomplexopenandall-sourcesourceinvestigativeoperationsfocusedonawiderangeofDSmonitoringprioritiesthatmayinclude threats, political violence, crime, terrorism, and other critical security priorities for internal and external customers.
Ability to establish liaison and interact effectively with individuals at all levels in order to coordinate activitieswithotherintelligenceandlawenforcementpersonnelengagedinplanningandconductingoperations(investigative,protective operations, etc.) utilizing open-source materials.
Abilitytocommunicateeffectively,bothorallyandinwriting,toprepareandpresentopen-source trends, promote information sharing with other organizations, provide advice and guidance, present and defend recommendations, and participate in meetings.
ABachelor’sdegreeandlessthan1yearofexperienceor3+yearsofexperiencewithnodegree.Experienceincludesconducting open source and academic research, all-source intelligence and targeting.
