Drug Enforcement Administration Program Analyst in Arlington, Virginia

Summary This position is located in the Drug Enforcement Administration (DEA), Business & Investment Management Unit (TGBI), Arlington, VA. This position(s) primary purpose is working on matters related to IT Governance, business and investment management, IT portfolio management, and associated tasks in planning, policy, managerial and cost accounting, cost, and program evaluation. Responsibilities As a Program Analyst, your typical work assignments may include: Collection and evaluation of TC IT project data for reliability, validity, and relevance in supporting the CIO's office data calls. Conducts cost, schedule, and scope studies for decision making processes involving program planning procurement, contracting, budgetary actions, and financial resource. Performs program data analysis to assess the overall financial status of the programs, including obligation and expenditure of funds, in combination with IT program progress, performance. Collaborates with Program Managers, Investment Owners, Program Analysts, and IT Specialists to respond to respond to various data calls, including IT Investment Planning, Spring Budget Planning, Departmental Budget Planning, OMB Passback, Executive Review, and Compliance Review. Assists in writing or updating developing policies, guidelines, and standards for the planning, development, integration, implementation, and evaluation of information technology systems and subsystems. Applicants applying for the GS-12 must meet one of the following requirements: Have at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-11 grade level. One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: 1) Managing principles and practices along with a knowledge of planning, programming, and procurement regulations, guidelines and process; 2) Assisting and updating standard and non-major investments, major IT business cases, portfolio stats, internal use software (IUS), and other programming and budget documentation; and, 3) Assisting in complex cost data, assesses resource requirements and ensures proper audit trail funds usage. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Have at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level. One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: 1) Managing principles and practices along with a knowledge of planning, programming, and procurement regulations, guidelines and process; 2) Maintaining ITIM reporting information, and inform their supervisor about project status, problems, and significant development; 3) Performing program data analysis to assess the overall financial status of the programs, including obligation and expenditure of funds, in combination with IT program progress, performance, and potential concerns and/or issues; and, 4) Analyzing complex cost data, assesses resource requirements, and ensures proper audit trail of funds usage while developing new methods or criteria to address changing requirements. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
