SAIC Senior Business Intelligence Analyst in ARLINGTON, Virginia

SAIC is hiring a Senior Business Intelligence Analyst with a Top Secret clearance to support our team of qualified, diverse, and highly motivated individuals within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). The candidate will provide engineering and analytical support to the Joint Acquisition Protection and Exploitation Cell (JAPEC), responsible for providing counterintelligence and technical assessments related to emerging technologies within academia, industry, and the DoD R&E enterprise.

This position is 100% onsite. Work will be performed primarily at the Pentagon with occasional work at other Departments and Agencies. Some travel (10%) may be required predominantly within the continental United States.

Primary Responsibilities:

  • Identify business relationships pertaining to contracts, licensing agreements, and board memberships in order to analyze: raw material acquisition, technology transfer and delivery, supply chain dynamics including sole source entities, reliance on foreign sources of manufacturing or raw materials, and patents related to DoD technology modernization areas.

  • Analyze traditional and non-traditional supply chains in order to identify threats, vulnerabilities, and opportunities for exploitation.

  • Business and social network analysis to illuminate networks of individuals, financial and non-financial business activities, technology trends, academic partnerships and research collaborations.

  • Examine DoD systems and technologies in order to decompose them into components (e.g. software, hardware materials), information (i.e., intellectual capital, intellectual property and data), and materials.

  • Identify, characterize and analyze the capacity and maturity of the technology, innovation, development, and manufacturing ecosystem, including tiered and sub-tiered supplier bases, both domestic and foreign, to develop, deliver, and evolve critical enabling technologies and components.

  • Formulate risk mitigation strategies to address technology and technical stakeholder interests.

Qualifications

Required Clearance:

  • Top secret clearance required to start; Ability to obtain a TS/SCI required to maintain employment

  • US citizenship required

Required Education and Experience:

  • Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.

  • Additional years of experience may be substituted in lieu of degree

Required Skills:

  • Knowledge of the DoD acquisition processes, policies, and guidance

  • Ability to provide timely and accurate information to senior government officials in support of policy and management decisions

  • Ability to conduct technical analysis linking intelligence, acquisition, and engineering information. Analytic ability may be demonstrated with any combination of work products and education.

  • Excellent written and verbal communication skills

  • Excellent customer service skills, with an advanced understanding of customer relationship building

  • Proficient in MS Word, PowerPoint, and Excel

Desired Qualifications

  • Active TS/SCI clearance

  • Masters Degree in Business Analytics

  • Knowledge of DoD systems engineering practices, such as technology decomposition and criticality analysis

  • Knowledge of blue-mapping and supply chain risk management practices

  • Knowledge of Business Intelligence (BI) and social network analysis practices, tools, and processes

  • Knowledge of Office of the Secretary of Defense (OSD) organizational structures, functions, and communication protocols
