About our opportunity:

The City of Asheville is seeking qualified applicants for the position of Program Manager, Data & Analytics in the Finance & Management Services department. The Finance & Management Services department oversees the city's financial planning, budgeting, and management services. This position supports all City departments by coordinating strategic planning, evaluation, data analysis, program analysis, organizational work planning, process improvement, access to performance data, development of performance metrics, and organization-level project management to ensure alignment with the City Council’s vision and strategic priorities.

What you’ll be doing:

  • Partner with and act as a resource to City departments to identify and implement innovative ideas and employ sound project management strategies.

  • Develop, implement, and maintain a process for monitoring the City's performance in achieving the City Council’s strategic priorities.

  • Utilizes technical skills to assist departments in collecting and managing data and creating processes to ensure high data quality and good data governance.

  • Prepare reports and regular communication on the status of initiatives, projects, and research associated with the City’s strategic framework, including dashboards, scorecards, maps, charts, and reports of data.

  • Develop systems, resolve complex problems, and lead initiatives impacting multiple departments.

  • Implement new and innovative programs and services that emphasize creative problem-solving and solicit department participation.

  • Lead multi-functional, cross-departmental teams consisting of employees from all levels of the organization.

  • Analyze and evaluate existing systems, policies, procedures, processes, and practices for efficiency and effectiveness.

  • Perform job functions under general direction with wide latitude in exercising initiative and independent judgment.

About you:

We know your time is valuable. Applicants who meet the following minimum requirements or have comparable experience and/or education will be considered:

  • Master’s Degree in Public or Business Administration, Statistics, Mathematics, Data Management and Analytics, or a related field.

  • Five years (seven years with a Bachelor's Degree) of experience in data analysis, project management, public administration, business administration, or related work, with prior data analytics and quality management systems experience preferred.

  • Familiarity with tools to manage, analyze, and present data such as postgres databases, Python, R, Stata, Tableau, ArcGIS, Looker, etc.
