Alloy Surfaces Company, Inc. Purchasing Manager in Aston, Pennsylvania

  • The Purchasing Manager is responsible for sourcing commercial off the shelf (COTS) as well as custom designed, highly engineered products and services, and for commodity and supply base management for a Department of Defense Maufacturer. The successful candidate will be able to perform strategic procurement activities across multiple categories of spend, perform cost vs price analysis, and identify current and emergent strategic suppliers. This position manages project procurement budgets and is responsible for implementing the project sourcing strategy and for executing purchasing functions to ensure all actions meet demands in a timely and cost effective manner. Key measures of Success will be Material Cost Measures, On Time Delivery and Supplier Quality.

ESSENTIAL JOB FUNCTIONS

  • Align with senior management to timely implement actions to execute purchasing strategies
  • Track and report key functional metrics to reduce costs and improve effectiveness and visibility
  • Sources & selects suppliers, manages competitive bids, negotiates purchase terms and conditions
  • Visits suppliers to investigate facilities, capacity, and ability to meet quality requirements, specifications and delivery dates
  • Reviews current pricing trends in materials and supplies, makes recommendations on the timing and quantity of purchases, and establishes the most economical buy.
  • Ensure suppliers or any service provider follows CHGi anti- bribery and corruption policies
  • Strong ERP / MRP experience, understanding how the system manages materials / inventory
  • Record and monitor supply agreements and strategies, and coordinate plans with optimal terms
  • Partner with stakeholders to ensure and track clear requirements documentation and to manage risk
  • Actively lead and coordinate all Supplier Qualification and Reevaluation initiatives and processes
  • Keep abreast of industry economics and forecast price and market trends to identify changes of balance in buyer-supplier power
  • Perform cost scenario analysis and review market best practices, and present benchmarking results
  • Assess, manage and recommend risk mitigation strategies
  • Seek, recommend and partner with key commodities and suppliers
  • Monitor and coordinate with Inventory & Planning to forecast upcoming levels of demand and determine optimum quantity and timing of deliveries
  • Working hands-on with team define and prepare Purchase Orders and/or Bid Requests, review bid proposals and negotiate orders within budget.

Requirements

 

EDUCATION

Minimum of a Bachelor's degree in Business Administration or related field or equivalent.

EXPERIENCE

Minimum 5 years as a senior level purchasing specialist or manager in manufacturing.

Minimum 2 years DoD experience.

Proven experience as a purchasing manager in a highly regulated manufacturing environment

Familiarity with strategic sourcing and commodity/category management

Knowledgeable in market dynamics along with a keen business and commercial sense

Strong working background with MRP in manufacturing of discreet and/or project related demand

Highly experienced in gathering, analyzing and presenting data, along with identifying and resolving conflicting figures

Strong leadership capabilities along with solid judgement and decision making skills

BS degree in Business, supply chain management or related field or equivalent experience required

SKILLS and QUALIFICATIONS

Must be eligible to obtain and/or maintain a U.S. Government Security Clearance commensurate with the level of facility clearance.

Strong Microsoft Office Skills -- primary being Excel

Strong organizational and planning skills

Excellent written, verbal communication and presentation skills

PHYSICAL AND OTHER REQUIREMENTS

Lifting, carrying, pushing, pulling, or otherwise moving objects weighing up to 10 pounds occasionally and/or a negligible amount of weight frequently. Ability to sit or stand for extended periods of time. Use of computer.
