Job Description

AECOM is currently seeking a detail-oriented Program Controls Manager to work on an exciting multi-year program in our Atlanta, GA office area. The program focuses on various capital improvement projects, such as safety and security upgrades, technology enhancements, renovations, and new construction. This team aims to deliver quality, and value in facilities, prioritizing sustainable innovations and learning principles to promote excellence.

This person will be responsible for but not limited to the following:

  • Skilled in the use of company cornerstone systems and able to represent cost data formats necessary to control the project

  • Understands financial terminology and measures and recognizes the financial impact of various project actions

  • Participates in analyzing and using financial data to identify key project issues

  • May assist in leading junior staff through assignment tasks

  • Participates in tracking action items

  • Able to use drawings and specifications in the establishment of project baseline data

  • Knowledgeable of accounting principles with extensive understanding of the manner in which the company establishes and documents the financial position

  • Prepares revised cost forecast for select accounts

  • Prepares analysis of progress trends and cost impact. May participate in reviewing and approving contractor invoices

  • Works hands on with earned value monitoring

  • Evaluates manpower, labor hour, and labor cost requirements versus budget limitations including preparation of variance analysis

  • Compares actual cost to funding limitations. Prepares expenditure forecasts to identify critical points in project funding

  • Reviews purchase order and subcontract commitments and expenditures. Maintains tracking database to insure that contractor funding is aligned with work authorization and expenditures

  • Possesses the knowledge of scope control and change management. Involved in the tracking system to insure that project management is fully aware of detailed change order status

  • Creates and assists with cost/schedule baseline budgets

  • Familiar with basic cost/schedule integration and basic critical path analysis and other rescheduling concepts

  • Conducts or assists in performance measurement and associated cost trending

  • Prepares and assists in various levels of project reporting

  • Participates in and may lead project cost review meetings

  • Assists in procedure development and implementation

Qualifications

Minimum Requirements

  • BA/BS in engineering, architecture, or construction management + 6 years of related experience or demonstrated equivalency of experience and/or education

  • Must have an understanding of construction means, methods, and processes

  • Must have certification of ‘Expert’ level of proficiency issued by Kahua

  • Critical Path Method (CPM) scheduling knowledge/experience and the ability to analyze schedules to determine duration and logic issues

Preferred Requirements

  • Proven experience as a Program Controls Manager (PCM) on a (public entity) Capital Improvement Program that is utilizing Kahua strongly preferred

  • Education Sector experience is preferred.15+ years of experience of progressive Construction Project Management experience, which includes a minimum of 5 years of program/project controls management

  • Understanding of construction means, methods, and processes

  • Excellent oral and written communication skills

  • Demonstrated knowledge of and ability to use Microsoft Office products - Project, Word, and Excel

  • Minimum 'Advanced or Expert' status using Primavera P6 and/or MS-Project scheduling software

  • Experience in reviewing, developing, and negotiating Time Impact Analyses

  • Prior field project engineering, construction management, or project controls experience in K-12 and/or Higher Education projects

  • Experience leading efforts managing budgets, financial commitments, cash flows and cost related data on complex programs

  • Able to lead and manage a Controls teams through all phases of planning, mobilization, execution, and closeout consistent with established delivery processes to meet the scope, schedule, budget, quality and other specified requirements

Offered compensation will be based on location and individual qualifications. The expected range is $83,179.00 - $153,881.00.
