ICF Project Manager - IMMEDIATE on-call (Southeast) in Atlanta, Georgia

ICF Disaster Management Division seeks a Project Manager – IMMEDIATE on-call to join our team immediately! This project-based position is open to candidates located in Florida, Georgia, North Carolina, and nearby regions. Initially, the role will require onsite work for the first 2-3 months, with the possibility of transitioning to a hybrid schedule for some. Travel will be necessary.

The successful candidate will be charged with the execution of programs, anticipating and meeting client’s needs and strategically positioning the company’s resources and expertise to grow the business. The Project Manager will work with ICF senior and junior staff and subcontractors to deliver program management support to local governments, nonprofit and subrecipients across a state sized region.

The ideal candidate will be a proven Disaster Manager with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. About On-Call Employment with ICF

Given the seasonal or project-specific nature of our disaster & emergency management work, ICF often hires professionals as “On-Call” employees. On-Call employees are scheduled for work hours as they become available (while we usually schedule work hours a few weeks ahead of time, last-minute scheduling may also occur), and each on-call employee is free to accept or refuse the hours assigned to them in a given week. On-Call employees may work concurrent projects outside of their ICF assignment (as long as their outside work does not create a conflict of interest with the work they do for ICF).

Key Responsibilities:

• Lead the development, coordination, and operation of various large, complex FEMA Public Assistance programs

• Serve as the direct interface with state/local client agencies, including high-level elected and appointed officials, as well as senior program staff.

• Lead coordination and control over execution of all program’s activities, schedule, budget and scope.

• Lead all necessary high profile, program-wide public presentations and meetings, subrecipient meetings and government or non-government stakeholders’ meetings

• Lead, coordinate and evaluate performance of all project staff

• Monitor program performance status and establish necessary tools for control over programs results

• Maintain a complete understanding of all applicable program policies, requirements, procedures, guidelines; and shall possess knowledge of regulatory and statutory compliance requirements for the FEMA Public Assistance Program as well as other federal and state funding sources.

• Ensure all program participants, including subrecipients, vendors, and stakeholders are aware of any policy changes

• Manage multiple subcontractors simultaneously.

• Serve as the key project interface with ICF leadership, delivering updates on milestones/challenges, and using data-driven reporting and analysis to inform decisions

Minimum Qualifications:

  • Bachelor’s Degree or higher education in Planning, Engineering, Architecture, Program Management, or similar degree.

  • 8+ years of experience leading major disaster grant monitoring process and recovery efforts.

  • 5+ years of FEMA Grant Programs, project management experience including program start-up through implementation and closeout.

  • 5+ year experience managing complex cross-functional teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.

  • Willingness and ability to travel as needed for project needs.

  • Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check.

Preferred Skills/Experience: (may set candidates apart)

  • Certification as a Project Management Professional (PMP).

  • Demonstrated success in program execution, client relationships, and profitability.

  • Proven track record of leading a team and accomplishing successful business results.

  • Experience with state and local governments, and the types of initiatives necessary to help them rebuild their economy and culture following significant disruptions, such as natural disasters.

  • Demonstrated ability to internally monitor all program and project activities to ensure quality control and quality assurance and be prepared for Federal audits of program activities.

  • Familiarity with emergency planning, mitigation planning and using grants management systems.

  • Ability to formulate strategies to create new, creative approaches and profitable solutions.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$102,285.00 - $173,884.00
