Visit www.cdc.gov Responsibilities As a Safety and Occupational Health Manager you will: Serve as the senior occupational health and safety specialist and consultant for National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) laboratory safety programs, policies, processes, and procedures. Consult daily with NCHHSTP laboratory staff, other infectious disease safety officers, Office of Laboratory Systems and Response (OLSR), and Office of Safety, Security, and Asset Management (OSSAM) on complex issues of laboratory biosafety within laboratories engaged in cutting edge science, employing novel and emerging technologies, and working with newly discovered microorganisms. Implement and evaluate programs to ensure sound biosafety-related laboratory practices are followed. Conduct reviews of a variety of laboratory biosafety procedures, technical processes, specimen management practices, including import, handling, security, safety, transfer, and site-specific training within the Center. Evaluate and approve laboratory processes, practices, and procedures and advise on biosafety and quality improvements as needed, including laboratory photography and videography. Participate in interagency committees requiring expertise in all aspects of biological safety related disciplines. Serve as a Subject Matter Expert for BSL-3 laboratory training exercises. Provide guidance on site-specific standard operating procedures (SOPs), instructions, and/or policies, scientific reports, manuals, and other documentation appropriate for Biosafety Level-2, and 3 laboratory operations. Operationalize the NCHHSTP Laboratory Safety Program for a wide variety of laboratories in NCHHSTP including documenting processes, developing standardized procedures, and developing standardized templates, forms, job aids, and work instructions applicable for a wide range of laboratory applications. Requirements Conditions of Employment Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ: US Citizenship is required. Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov). May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared. One-year probationary period may be required. This position may be subject to a Collective Bargaining Agreement. Time in grade (TIG) must be met within 30 days of the closing date of the announcement. This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Qualifications All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: applying safety and occupational regulations, principles, theories, practices, or procedures and quality management processes to advise on or resolve technical matters dealing with occupational safety and health requirements in infectious disease laboratories. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Use of personal protective equipment (PPE), such as respirators, disposable clothing, gloves, and eye/face protection will be required, and observance of safety precautions are necessary as required by the individual laboratories.
