Job Summary - About the Position:
The Georgia Department of Public Health is the lead agency entrusted by the people of the state of Georgia with the ultimate responsibility for the health of communities and the entire population. The agency is seeking a highly qualified candidate for the position of
Vendor Cost Containment Senior Analystwith the Women, Infants and Children (WIC) Program. Reporting to the WIC Vendor Analytics and Cost Containment Manager, responsible for providing detailed vendor management food cost and pricing analysis to generate effective pricing and food cost containment strategies for the WIC program to ensure adherence to state and federal regulations and to minimize overall food cost for the Program.
Job Duties and Responsibilities:
- Works internally across the WIC Program and DPH, as well as externally with other state WIC Programs, Regional USDA team and vendor associations to identify and share best practices and to strategize and develop cost containment and pricing strategies that minimize overall food costs.
- Manages the collection of the quarterly retail Shelf Price Survey data to provide detailed analysis, identify trends and to set pricing methods that align with the cost containment strategies; communicates to Vendor Relations and Administration team appropriate pricing ranges by peer groups.
- Performs detailed analysis of reimbursement amounts for vendors to identify trends and potential compliance issues.
- Works with WIC Finance regularly to monitor and analyze infant formula reimbursements and coordinate WIC banking activities related to validation and fraud identification (e.g., reviewing bank exception reports and cumulative unmatched vouchers).
- Establishes and distributes regular, robust reports and analysis related to cost containment, pricing, and redemption trends; provides analysis and data required by USDA within the specified timeframes.
- Provides subject matter expertise, data integration and design support to Information Technology teams regarding the development, implementation, and monitoring of effective vendor management technology systems to drive maximum automation and increase data quality and integrity.
- Provides insight and input on updating WIC policies and guidelines related to nutrition, operations, vendor management, cost containment and pricing strategies and guidelines.
- Implements abstract policies and methodologies to design real world analyses and reports
- Participates as needed in the Vendor Advisory Group to enhance communication, awareness and collaboration on vendor related policies, procedures, and support
- Performs other assignments as required.
Minimum Qualifications
Bachelor's degree in business or related field from an accredited college or university
ANDSix years of experience related to area of assignment.
Note:An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications:
Preference will be given to applicants who in addition to meeting the minimum qualification possess the following:
Bachelors degree in Management Information Systems, Computer Science, Mathematics, Business Administration, Public Administration, or a related field and Masters Degree in Business Administration, Public Administration, Public Health, or Statistics
2 years of custom programming experience and cost modeling experience
Experience coordinating data gathering and synthesis on a large scale of diverse participants
3 years of data analysis and data driven reporting experience
Adept at using Software programming language tools such as R, SAS, STATA, ACL Robotics, or Python
Database Management skills:Oracle, SQL, statistics, data analytics
Strong creative problem-solving skills, specifically related to new process design and implementation
Ability to create and effectively communicate data driven strategy recommendations
Ability to build strong partnerships and relationships across multiple functions, locations, and governmental agencies (i.e., state, local and federal)
Able to work effectively in a high paced, changing environment
Strong project management skills
Strong written, oral, interpersonal, and presentation skills
Strong team orientation, with the ability to work effectively across multiple stakeholder groups
