ACCOUNTANT-GOVERNMENTAL ACTIVITIES

Department: Finance

Pay Grade: 114

FLSA Status: Exempt

Personnel Status: Regular Full-Time

JOB SUMMARY

This position is responsible for performing accounting duties in support of City and Water Board operations. This position reports to the Principal Accountant.

ESSENTIAL JOB FUNCTIONS

  • Maintains capital asset and materials inventory asset records and processes for the City.
  • Performs debt-service and debt-related functions for the City and Water Board.
  • Performs various accounting and financial transaction duties including grant accounting.
  • Assists with the preparation of the Annual Comprehensive Financial Report.
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Bachelors degree or equivalent; one (1) to three (3) two (2) years experience; or an equivalent combination of education and experience.

Knowledge, Skills, and Abilities:

  • Knowledge of generally accepted accounting principles as prescribed by GASB and FASB.
  • Knowledge of auditing principles and practices.
  • Knowledge of financial analysis techniques.
  • Knowledge of automated accounting systems.
  • Knowledge of relevant federal and state laws, City ordinances, and grant requirements.
  • Knowledge of local government operations, policies and plans, and modern office practices and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
  • Skill in applying analytical methods and in organizing significant quantities of detailed financial and finance-related information.
  • Skill in using computers for data entry, word processing, and/or accounting purposes.
  • Skill in the use of small office equipment, including calculators, copy machines or multi-line telephone systems.
  • Skill in effective communication, both orally and in writing.
  • Ability to meet and deal with employees and the public in an effective and courteous manner.
  • Ability to get along with others, and work effectively with the public and co-workers.
  • Ability to deal with confidential and sensitive matters.
  • Ability to use computers for data e try, word processing, and/or accounting purposes.

PHYSICAL DEMANDS

The work is sedentary work, which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Work is typically performed while sitting.

WORK ENVIRONMENT

The work is typically performed in an office environment.
