JOB SUMMARY
Under the direction of the Human Resources Director, the Employment Services Manager provides supervision over the administration, evaluation, development, implementation, and maintenance of employee relations, training, and employment programs in alignment with the mission and vision of the Muckleshoot Tribal Government.
MAJOR TASKS AND RESPONSIBILITIES

Acts as internal consultant in assisting supervisors, directors and Tribal officials in resolving complex, sensitive personnel problems including discipline and discharge issues; provides advice and counseling on a wide-range of personnel issues.
Provides leadership and direction in the development of short- and long-range plans for employee recruitment, on-boarding and ongoing employee relations and training.
Resolves employee complaints and/or grievances; investigates situations, analyzes and evaluates information to make recommendations on the resolution of each case.
Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; assures effective, efficient and allowable use of budgeted funds, personnel, materials, facilities, and time.
Supervises, trains, coaches, evaluates and disciplines assigned employees; ensures prompt, courteous and high quality of services or product delivery to internal and external customers.
Provides expert consultation and support of issue resolution for complex, and highly sensitive, employee issues.
Manages and conducts timely and effective research and investigations in response to internal employee complaints, concluding such research and investigations with thorough and timely documentation.
Monitors and analyses Employee Relations data and works closely with the Human Resources Director to recommend organization-wide or client-specific interventions, training or other options to address identified themes.
Implement and manage employee relations(ER) software to track employee feedback, grievances, and resolutions.
Provides support and guidance to managers and leaders in addressing complex performance issues and preparing effective performance improvement plans (PIP’s), misconduct letters and termination documentation, as necessary.
Supervises all aspects of the employment process – recruitment, on-boarding, ongoing employee relations and training, and termination.
Actively participate in recruiting efforts, including conducting interviews and facilitating candidate assessments.
Because of the Tribe’s commitment to community service and the well being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.
EDUCATION - EXPERIENCE AND TRAINING FOR POSITION
Required:Bachelor’s Degree in Human Resources, Public or Business Administration, Employment Law, Psychology or a closely related field (eight (8) years of relevant Human Resources experience may be considered in lieu of a degree). Minimum of seven (7) years of experience in Human Resources including three (3) years specific recruiting, employee relations and training experience.
Preferred:Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), or National Native American Human Resources Association (NNAHRA) Certification.
SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION
Thorough knowledge of the principles and practices of Human Resources Management.
Knowledge of modern principles of management theory and best practices.
Demonstrated proficiency and experience relating to all facets of employee relations and employment program development and design.
Exceptional listening, mediation and conflict resolution skills with a specific focus on discerning underlying issues.
Ability to maintain confidentiality and work under a strict code of ethics.
Knowledge of investigation techniques and documentation, including problem identification, analysis and resolution.
Knowledge of organizational structures, strategic staffing principles, work flow analysis, and streamlining.
Knowledge of organizational behavior, development of skills, and career development.
Ability to communicate effectively verbally and in writing.
Strong interpersonal, conceptual, analytical, project management and communication skills coupled with creativity in approach.
Ability to read, analyze and interpret policies and contracts.
High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, and the community.
Knowledge and understanding of pertinent federal and state regulations and filing and compliance requirements affecting recruiting and the employer/employee relationship including COBRA, ERISA, HIPAA, FLSA, ADA, FMLA, and FCRA.
Ability to establish and maintain effective working relationships with employees, Tribal officials, and the general public.
Skill in using Microsoft Word, Excel, and Outlook software applications.
PHYSICAL REQUIREMENTS
The working conditions described herein are representative of those that must be met by an employee to successfully perform the essential duties of this class. The employee is frequently required to sit, talk, and hear. The employee is occasionally required to stand, walk, crouch, bend at the waist, reach with hands and arms, and use hands to grasp, finger, handle, or feel objects, tools or controls. The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level in the work environment is usually moderately quiet.
Licenses or Certifications Required
PHR, SPHR and/or NNAHRA Certification preferred. A valid Washington State driver’s license is required at time of appointment or at a time set by the Tribe.
