Salary: $54,620.80 - $73,756.80

There will be a 3% across the board general salary increase effective June 30th, 2024.

ANTICIPATED VACANY

Core Responsibilities:

This position provides professional services work in the administration and operation of laws, rules, and regulations related to the Division of Licensing and Certification’s programs. Responsibilities include program and policy development, representing the Division at Administrative Hearings, preparing for and coordinating witness testimony, and serving as the facilitator at dispute resolution hearings and conferences for multiple DLC programs. This position will also be responsible for oversight of all processes related to annotations of substantiated findings on the Maine Registry of Certified Nursing Assistants and Direct Care Workers.

• Oversees the waiver and petition processes for the Maine Background Check Center and the Maine Registry of Certified Nursing Assistants and Direct Care Workers

• Determines the sufficiency of evidence for imposition of formal sanctions and licensing actions

• Informs individuals of substantiated findings of abuse, neglect, and/or exploitation following complaint investigations

• Represents DLC at Administrative Hearings, including the submission of pre/post hearing documents, subpoenas, presentation of evidence and witnesses, examination and cross-examination of witnesses, except in instances where an attorney is required

• Reviews and tracks Registry annotations and send notifications to required parties

• Represents DLC in administrative hearings, informal conferences, and dispute resolution proceedings

• Drafts correspondence related to hearings and conferences and notifications related to Registry annotations

• Refers individuals with alleged improper professional conduct to the appropriate licensing board or enforcement agency

• Attends required staff meetings and conducts requested trainings

• Reviews DLC documents to determine compliance with rules, laws, and procedures

Minimum Qualifications:

An eight (8) year combination of training, experience, and/or education providing a working knowledge of the adjudication process relating to hearings.

Preferred candidates will ALSO have:

Knowledge of and experience with annotation and exclusion processes and criteria for healthcare workers

Knowledge of healthcare licensing programs

Demonstrated excellent verbal and written communication skills
