The Maine Department of Health and Human Services (DHHS) is dedicated to promoting health, safety, resilience, and opportunity for Maine people. The Office of MaineCare Services (OMS) within DHHS administers the state’s Medicaid program, which provides free or low-cost health insurance coverage for low-income Mainers so they can access the health care services they need to work, care for family, go to school, and participate in the community. OMS works collaboratively with other State agencies, the Legislature, the Office of the Governor, MaineCare members, health care providers, and other health care purchasers on statewide healthcare improvement initiatives. OMS is committed to advancing health equity efforts to improve access to care and positive health outcomes for all low-income Mainers. OMS provides benefit coverage and support services in alignment with Department goals, federal requirements, and State statutes. OMS also provides oversight necessary to ensure accountability and efficient and effective administration of the state’s Medicaid program.

The Reporting and Data Management Unit is located within the Data Analytics Division. This team is responsible for oversight of the Decision Support System (DSS) reporting tool, tracking and producing reports and extracts used by others at OMS as well as other offices within DHHS, Centers for Medicare and Medicaid Services and external partners.

Core Responsibilities:

The person in this position is responsible for tracking and completing data requests for the Office of MaineCare Services and other agencies.

Duties include the following:

  1. Process and respond to all incoming data requests same day when received by 4 PM at least 90% of the time.

  2. Contact requestors to clarify requests whenever necessary.

  3. Complete at least 90% of urgent ad hoc data requests within 4 business days and non-urgent requests within 8 business days.

  4. Complete Pediatric Rapid Evaluation Program (PREP) reports for the Case Workers at the Office of Children and Family Services (OCFS) by pulling and compiling all available claims data for the requested children.

  5. Do large data pulls for Program Integrity and the Attorney General’s office to assist with identifying fraud.

  6. Complete reports for each of the Maine hospitals by pulling and compiling all of the available claims data for specified time periods. Each request requires running multiple reports.

  7. Update and run recurring reports (weekly, monthly, quarterly and annually).

  8. Analyze and interpret large datasets related to programs and healthcare claims data.

  9. Summarize results of analysis in Microsoft Excel and present in a format that clearly communicates results.

  10. Generate data visualizations when needed to better help our audience understand the data.

  11. Use SQL to pull data from the Legacy Database (MECMS claims) and Data Analytics Platform (MIHMS claims).

  12. Follow HIPAA protocols whenever sharing Protected Health Information (PHI).

Minimum Qualifications:

Six (6) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.

Preferred experience includes:

• Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations

• Lived experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage

The background of well-qualified candidates will demonstrate the following competencies:

  1. Proficiency in using Microsoft Excel including pivot tables.

  2. Demonstrated ability to learn and use new reporting systems. Basic SQL skills preferred.

  3. Attention to detail.

  4. Ability to communicate well one on one, in meetings and in writing.

  5. Good organizational skills and the ability to prioritize and switch between multiple tasks.
