The Director of Finance & Administration is an executive-level position that reports directly to the Deputy Secretary of State for the Bureau of Motor Vehicles. This is a highly responsible leadership position with oversight of the Administrative Division which includes Accounting, Auditing, Contracts/Grants Management, Facilities Management, Finance and Records Management & Retention. It serves as an advisor to the Secretary of State, Maine State Archivist, Deputy Secretary of State Corporations, Elections & Commissions and Deputy Secretary of State Information Services on financial and administrative matters of the department.

Some of the highlights of the position include:

  • Oversees the development and monitoring of the department budget totaling over $130 million in revenues and $66 million in expenditures.

  • Responsible for preparation and submission of the department’s biennial budget, supplemental budget and work programs.

  • Charged with the establishment and maintenance of fiscal procedures utilized throughout the department.

  • Responsible for monitoring General Fund and Highway Fund revenues and making recommendations to the Revenue Forecasting Committee semi-annually.

  • Supports the strategic plan and assists in aligning financial resources needed to accomplish goals.

  • Serves as a member of the Secretary of State’s Leadership Team, addressing challenges, proposing solutions, and providing input on financial policy and other matters.

ESSENTIAL JOB FUNCTIONS:

  • This position is responsible for all fiscal matters of the department.

  • Has overall responsibility for the operations of the Accounting, Auditing, Contracts/Grants Management, Facilities Management, Finance and Records Management & Retention sections.

  • Leads and develops a team of employees who work collaboratively supporting the goals of the department.

  • Ensures equity and inclusion when making decisions and setting procedures for the division and bureau.

  • Evaluates the effectiveness of financial procedures and develops improved methods of operation.

  • Establishes and maintains strong relationships with senior executives to identify their needs, provide guidance and seek full range of business solutions.

  • Establishes and maintains strong relationships with cross functional groups and acts as a business partner to identify needs and seek full range of business solutions.

  • Develops recommendations to strategically enhance financial performance and business opportunities.

  • Oversees and assists with biennial budget development, analyzing projections for budget preparation to ensure sufficient funding is requested.

  • Provides timely and accurate analysis of budgets, financial trends and forecasts.

  • Works with Deputies and Directors to determine fiscal impact of proposed legislation.

  • Oversees and prepares fiscal notes for legislative documents.

  • Reviews, negotiates, and manages contracts to ensure protection and preservation of State assets.

  • Assists in facility lease negotiations.

  • Works with other departments in State Government including Attorney General, Bureau of General Services, Leased Space Division, Maine Information Technology, Office of State

  • Controller and Office of State Procurement Services.

  • Oversees coordination of the annual audit by the State of Maine Department of Audit to ensure compliance with GAAP and applicable federal, state, and local regulatory laws and

  • rules for financial and tax reporting.

  • Oversees revenues and provides leadership in the development and evaluation of short and long-term strategic financial objectives.

  • Attends Legislative public hearings and work sessions on budget bills.

  • Assists the Secretary of State in the preparation of testimony for biennial and supplemental budgets for the Appropriations & Financial Affairs Committee, State & Local Government

  • Committee, Transportation Committee and Veterans & Legal Affairs Committee.

OTHER DUTIES AND RESPONSIBILITIES:

  • Performs other duties as required.

In order to be successful, you must have:

  • Knowledge of modern principles and practices of public administration, accounting, finance, budgeting and procurement.

  • Knowledge of business management styles/techniques with experience in managing a complex and diverse workforce.

  • Knowledge of or the ability to learn statutes and regulations governing government/public sector accounting and procurement.

  • Proficiency or ability to gain proficiency in software for accounting applications, such as the State of Maine - Budget & Financial Management System.

  • Ability to interact effectively with senior management, the public and government officials in a variety of situations and circumstances.

  • Ability to organize, direct and coordinate administrative and financial activities in a manner conducive to full performance and high morale.

  • Ability to prepare and analyze complex fiscal records and reports.

  • Ability to formulate and express ideas on complex subjects clearly and concisely, both orally and in writing, for a wide range of audiences.

  • Proven ability to work positively in a changing environment.

  • Ability to plan and supervise the activities of subordinate managers and staff in a manner that fosters excellent performance and positive morale.

  • Ability to exercise initiative, imagination, and sound judgment in recommending policies and making decisions.

  • Ability to foster and maintain the trust and confidence of senior management, colleagues, staff, legislators, and leaders and staff of other agencies.

  • Ability to perform a wide variety of duties competently and ethically while under the pressure of deadlines.

MINIMUM QUALIFICATIONS

  • Graduation from an accredited four-year college with a degree in finance, accounting, business administration or a related field.

  • Minimum of ten (10) years of leadership experience.

  • Minium of ten (10) years of supervisory experience managing the daily business operations of an organization.

  • At least eight (8) years of experience in related financial or administrative work.

  • MBA, CGFM, CPA, CIA preferred

  • Experience with or ability to learn public sector, State Government budgeting including the State of Maine - Budget & Financial Management System is required.
