Who are we?

The Secretary of State, Bureau of Motor Vehicles is seeking candidates for the position of MV Municipal Coordinator for the Municipal & Agent Services of Vehicle Services in Augusta, Maine. This is administrative work in training and monitoring the performance of municipal agents in the registration of motor vehicles. Work includes training town representatives to act as agents of the Secretary of State, conducting workshops and refresher training programs, writing procedure manuals, and conducting on-site reviews and taking appropriate corrective action. Work is performed under limited supervision. Statewide travel is required.

REPRESENTATIVE TASKS :

  • Instructs, guides and advises municipal official in the laws, rules, and regulations, and procedures relating to motor vehicle registrations and titles in order to ensure agent performance meets established standards and authorizes agent certification and recertification.

  • Conducts workshops and refresher training programs statewide in order to train agents and maintain agent proficiency in registration and title procedures by developing procedures manuals (workbooks) and PowerPoint presentations.

  • Responds to inquiries from municipal officials and the public in order to provide information and answer questions concerning registration and excise tax procedures.

  • Prepares forms and reports in order to keep administrators informed or program activities and effectiveness.

  • Trains municipal offices on inventory control (validation stickers & license plates) and cash reporting requirements in order to ensure internal controls/methods are in place to avoid fraudulent reporting.

  • Evaluates procedures, identifies program problems, and recommends new and revised procedures in order to improve program efficiency and operation. This is accomplished by assisting the MV Section Manager with determining municipal computer system business requirements; collaborates in order to establish and finalize system letter formats, wording, functionality, and system testing and training for system users.

  • Writes and distributes memos, newsletters, and updated guidelines in order to inform agents of changes in laws, rules, regulations and procedures.

  • Conducts on-site reviews in order to evaluate agent performance of registration activities, ensure procedures are followed correctly, advise agents of procedures, assists with unusual registration problems, take necessary corrective action, and/or recommend decertification.

    In order to be successful, you must have:

  • Strong skills in Microsoft Office Suite including but not limited to PowerPoint, Word, and Outlook

  • Experience conducting virtual trainings via Teams and Zoom

  • Knowledge of motor vehicle registration procedures.

  • Knowledge of applicable motor vehicle laws, rules, regulations, and policies.

  • Ability to prepare and conduct training programs.

  • Ability to determine compliance with fiscal and procedural reporting requirements.

  • Ability to interpret laws, rules, and regulations.

  • Ability to establish and maintain effective working relationships.

  • Ability to communicate effectively.

  • Ability to write clearly and effectively.

    MINIMUM REQUIREMENTS :

    A five (5) year combination of education, training, and/or experience in the application of motor vehicle laws, rules, and regulations and in the conduct of training.
