Who We Are:

The General Government Service Center (GGSC) is one of five financial service centers within the Department of Administrative and Financial Services established to provide centralized accounting and budgeting services to agencies across state government. GGSC customers include the Department of Administrative and Financial Services (including Information Technology, Real Estate, Purchases, Lottery, Alcohol and Cannabis), the Governor’s Office, the Department of Economic and Community Development, the Department of Education, various Boards and Commissions as well as the Cultural Agencies—a mix of government entities that adds variety to standard accounting practices.

About The Position:

This position is one of three Managing Staff Accountants on the Accounting Transactions Team responsible for delivering professional and sound financial services to ensure that our customer agencies can effectively manage their operations and serve the people of Maine. This position oversees a team within the General Government Service Center that has a varied client base--the largest being he Department of Education (DOE) and the Department of Economic and Community Development. Services are provided across multiple accounts and funding sources. Meeting customer expectations must be balanced against state and federal accounting processes/procedures/requirements. The primary focus of the Managing Staff Accountant position is to provide financial and consultative, professional advice and expertise about significant issues to agency and executive management. This position may provide leadership for selected activities or projects, but the primary focus is to provide financial and consultative expertise. The scope of responsibility is well defined by statute, regulation, grant or agency policy and the issues are moderately complex.

Core Functions and Responsibilities:

  • Ensure compliance with Maine Revised Statutes, SAAM, GAAP, GASB, Federal Uniform Guidance, and other governmental regulations and compliance requirements.

  • Encourage and facilitate superior customer service with GGSC client agencies.

  • Manage workflow for and provide oversight to accounting staff.

  • Guide, train, and support accounting staff in the delivery of sound, accurate and timely financial services

Representative Tasks:

  • Implement process changes as directed to promote efficiency as well as effective internal controls.

  • Provide staff training and development, including cross-training among staff and functions.

  • Ensure accounting policies and procedures manuals are developed and maintained.

  • Research unique issues or audit findings and develop solutions or corrective action plans.

  • Classify, analyze, and reconcile complex financial data and records.

  • Review financial reports for accuracy, timeliness, and usability.

    Knowledges, Skills, and Abilities Required:

  • Demonstrated supervisory, coaching and leadership skills.

  • Knowledge of governmental accounting and fund accounting, including sources of funds, segregation and display of expenditures and revenues, and budgetary accounting.

  • Ability to analyze and reconcile complex accounting problems.

  • Ability to prepare and/or oversee the preparation of expenditure, revenue, budget status reports and annual financial statements including related notes and disclosures.

  • Ability to establish and maintain effective working relationships and to communicate effectively.

Minimum Qualifications:

Certification as a CPA, CIA, CMA, CGFM; or an eight-year combination of education and experience comprised of a bachelor’s degree in accounting; or any other bachelor’s degree that includes at least 18 semester hours in accounting course work, and four years of accounting experience or technical accounting work experience which demonstrates proficiencies in the required knowledge, skills and abilities required for this position. Additional years of equivalent experience may be substituted for education on a year-for-year basis. Candidate must have management experience.
