Job/Position DescriptionAccountant IV Gen LedgerPerforms complex (journey-level) accounting work related to cost allocation, payroll journal processing, grant management, federal reporting, reconciliation, and other general ledger functions. Job functions include project/factor maintenance; federal and state reporting; federal and state audit requests; cost allocation corrections; general ledger entry including payroll reconciliation and journal posting; and assisting with annual financial report preparation. May provide cross-training to other accounting staff on critical job functions. Works under little supervision and must have the ability to complete assignments with strict deadlines.Essential Job Functionsand#149;Prepares quarterly random moment time study, monthly head count, and annual TYC and JPC foster care cost allocation factors. and#149;Prepares the agencyand#146;s cost allocation re-allocation entries. and#149;Assists in the preparation of the agencyand#146;s Annual Financial Report. and#149;Prepares federal and state reports, prepares report proof sheets, and proofs monthly, quarterly and annual financial reports. and#149;Prepares proof sheets for the quarterly unemployment compensation claim.and#149;Prepares Prior Period adjustments (PPA) and Method of Finance (MOF) adjustments as needed. and#149;Completes complex federal, state and internal audit requests as assigned. and#149;Prepares Month of Authorization (MOA) adjustments and corrections required for payroll journals. and#149;Reconciles and posts payroll journals. and#149;Prepares public assistance cost allocation project/factors and cost allocation adjustments. and#149;Prepares federal depreciation reports. and#149;Prepares and enters account payable corrections. and#149;Enters cost pool, encumbrances, and payables into USAS. and#149;Performs other duties as assigned and required to maintain unit operations. Registrations, Licensure Requirements or CertificationsNone Knowledge Skills Abilitiesand#149;Knowledge and experience in governmental accounting and financial operations, including Cost Allocation, General Ledger, and Federal and State Reporting. and#149;Intermediate skills in Microsoft Office products including Excel, Word, Access, and Outlook.and#149;Knowledge of complex automated accounting systems including HHSAS, USAS, and CAPPS. and#149;Knowledge of State of Texas accounting procedures including GASB and GAAP standards. and#149;Ability to work within established deadlines. and#149;Ability to prepare concise reports. and#149;Ability to prioritize assignments and meet work deadlines. and#149;Ability to interpret complex Federal and State regulations.and#149;Ability to establish and maintain effective working relationships with co-workers, other agencies, and the public.and#149;Ability to follow oral and written instructions.and#149;Ability to communicate effectively verbally and in writing. and#149;Advanced problem-solving skills related to administrative/accounting policies and procedures. and#149;Ability to work independently with little supervision.
