JOB DESCRIPTION: The Texas Ethics Commission (Commission) is hiring a budget analyst to perform advanced (senior level) budget preparation and analysis work. Work for the Administration Division would involve overseeing the planning, organizing, coordinating, and evaluating of budgetary activities and performance measures. This position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. SPECIFIC JOB FUNCTIONS: Oversees the preparation of budgetary and management reports. Oversees the development and evaluation of budgetary performance and workload measures. Analyzes expenditure patterns and cost drivers and makes recommendations on the use of funds. Coordinates the preparation of budgets to provide management with expenditure data, trends, and recommendations. Prepares and/or coordinates the preparation of operating budgets. Ensures accuracy and timeliness of submission of the strategic plan, legislative appropriations requests, fiscal notes, analyses of legislation, and requests for funding. Ensures coordination of budgeting procedures, preparation, and reporting. Ensures coordination of contract reporting to the Legislative Budget Board. Establishes work methods and priorities and determines methodologies and techniques for performing budget evaluations. Informs management of budget deviations, problems, and events likely to affect operations; explains causes; and measures effect on the agencys mission and resources. Process monthly payroll. Prepare quarterly 941 tax and other reports as necessary. May issue instructions on budget and funding policies, procedures, and methods. May supervise the work of others. Performs related work as assigned. Qualifications: MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Minimum Qualifications: Experience in preparing state agency operating budgets. Experience with the CAPPS and USAS general ledger systems. Preferred Qualifications: Graduation from an accredited four-year college or university with major coursework in accounting, finance, business administration, public administration, or a related field. Experience in preparing legislative appropriations requests, fiscal notes, and agency cost estimates. Experience in budget preparation and analysis, in financial management, in fiscal policymaking, and in performance measurement reporting work. Experience in reconciliation of expenditures and revenue. Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems, and to write concisely. Experience and skill in analyzing budgetary and performance issues preferred. Experience in data gathering and analysis. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of accounting, budgetary, and management principles, practices, and procedures; and of legal restrictions governing allocation of funds. Knowledge of contract management and procurement law. Skill in analyzing financial data, and in the use of a computer and applicable software. Ability to monitor and report on performance measurement, to analyze management problems and develop and present alternative solutions, to coordinate the gathering and analysis of data, to communicate effectively, and to supervise the work of others. Ability to multi-task and work independentlyunder moderate supervision. Ability to establish and maintain harmonious working relationships with co-workers, agency staff, and external contacts. Ability to work effectively in a professional team environment. PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS: Work is performed in a standard office environment and requires: Normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies. Marginal or corrected visual and auditory requirements. Constant use of personal computers, copiers, printers, and telephones.
