POSITION OVERVIEW:The Budget and Planning Division in the Office of Finance is hiring for a Budget Analyst IV. The position performs advanced (senior-level) budget preparation and analysis work. The work involves overseeing the planning, organizing, coordinating, and evaluating of budgetary activities and preparation of required state and agency budgetary reports such as the Legislative Appropriation Request (LAR) and Itemized Operating Budget (IOB) to ensure compliance with the General Appropriations Act and other applicable state and federal statutes. It includes examining, monitoring, analyzing, and reviewing operating budgets, Time and Effort, and Position Control and providing technical assistance to TEA staff on budgetary and personnel matters and ensuring external reporting is completed timely and accurately. This position reports to a Team Lead and works under minimal supervision with considerable latitude for the use of initiative and independent judgment. ESSENTIAL FUNCTIONS:Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned. 1. Reporting and Analysis: oversees, prepares, reviews, and analyzes financial and personnel reports related to general revenue, federal funds, reimbursements, fees, appropriated receipts, and other fund areas as assigned for review by management; determines appropriate use of funds, performs statistical analyses, develops budgetary reports, and develops and communicates solutions by providing extensive, thorough, and accurate customer service and technical support to agency stakeholders; communicates financial and personnel data clearly and concisely to customers; researches and prepares charts and reports related to internal/external non-routine requests as required; participates in collecting, organizing, analyzing, and preparing ad hoc reports requested by multiple stakeholders; establishes work methods and priorities and determines methodologies and techniques for performing budget evaluations2. Budget Management Support: informs management of budget deviations, problems, and events likely to affect operations and explains causes; oversees and coordinates tasks associated with the LAR by preparing schedules, participates in mid-year budget reviews, Base Reconciliation, Annual Operating Budget (AOB), Itemized Operating Budget (IOB), Appropriation/CAPPS reconciliations; participates in annual Unexpended Balance (UB)and lapse projects; enters data into Automated Budget and Evaluation System of Texas (ABEST); serves as backup Time and Effort and Position Control budget analyst3. Fiscal Note R view and Analysis: participates in the legislative bill analysis process for proposed legislation; compiles and reviews bill analyses, assists with the review and analysis of cost estimates; communicates and coordinates with divisions, accurately prepares fiscal notes, enters fiscal notes into ABEST; ensures timely submission of assigned fiscal notes to the Legislative Budget Board (LBB) Qualifications: MINIMUM QUALIFICATIONS: Education: Graduation from an accredited four-year college or university. A degree in Accounting, Finance, or related financial field is preferred. Experience: At least four (4) years of of experience in position management, budget preparation and analysis, budget management, and/or budget development using budgetary systems (ABEST, USAS, CAPPS) in a State of Texas agency. Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis. OTHER QUALIFICATIONS: Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military. Advanced knowledge of budgetary, accounting, financial concepts and management principles and practices Advanced analytical skills and problem-solving abilities Skill in analyzing financial information as well as bringing forth viable solutions Proven ability to work independently with limited supervision while following limited oral and written instructions Ability to establish and maintain effective working relationships with an emphasis on customer service Highly organized and detail-oriented with an ability to manage multiple projects at once; able to produce high quality work in a dynamic environment while meeting deadlines.
